Portfolio Planner (SC Cleared), Planner, Planning, Planned, Change, Transformation, Transition, Potfolio, Security Cleared, Government, Public Sector, DV, Vetted, PMO, MSP, Our Central Government client based in London is recruiting for a Planning Senior Officer. The role requires SC Security clearance.The Change Portfolio is responsible for the delivery of our clients Change Transformation Programme supporting Capabilities and the Business Change Directors and their programmes. The planning/scheduling function is responsible for managing, coordinating and maintaining the standards for planning across the portfolio, and to provide the change portfolio with a single point of truth for schedule status and forecast delivery. Responsible for supporting programmes/projects to enable them to plan effectively. This includes implementing processes and guidance to support the integration of new projects, identification and recording of key dependencies, benefit realisation dates, clear definition of scope, management of milestones and active monitoring of progress against an agreed baseline.The main functions of Portfolio Planning / scheduling are;Coordinates the approach and implementation of planning across the portfolio.Supports capability building and champion's use of best practice in planning across the portfolio.Provides subject matter support and coordinates awareness sessions on planning for team members and within the change directorate.Manages the maintenance of tools, templates and standards for effective planning at programme/project level and monitors compliance with these.Analyses and reports on progress and slippage against programme/project plans to the Portfolio Planning Manager.Runs "what if" scenarios to highlight impact of schedule exceptions.Manages the update of the Portfolio High Level Delivery schedule.Uses dependency mapping to assess the impact of any proposed changes to programmes/projects.Ensures that dependencies are embedded into MSP schedules;Reviews the dependency logs.Performs an assurance check of the use of the dependency log tab in RAID Template.Maintains the central dependency register.Provides routine dependency MI and reports.Embeds dependency reviews into monthly governance.Monitors Dependency Agreements.Manages the closure of a dependency.Facilitating planning and dependency mapping workshops.Role responsibilities;Work with the Programmes to ensure both programme and projects are actively using MSP as per guidelines for all sequencing and scheduling.Direct support for programmes and projects to develop schedules in MSP aligned to the Strategic Change Roadmap and portfolio High Level Plan. To include as a minimum milestones for project gates, design gates, and dependencies.Work with Programmes and Projects to embed the dependency mapping and management process, calling out impacted deliverables as they emerge.Create a record of programmes and projects using MSP, and work with the G3 to develop compliance/quality metrics.Provide basic training in the use of MS Project.All Programmes actively and effectively using MSP as per guidelines for all sequencing and scheduling.All Programme and project schedules to be developed in MSP and aligned to the Strategic Change Roadmap and portfolio High Level Plan with minimum milestones for project gates, design gates, dependencies and key benefit enabling outputs.Dependency mapping and management process embedded throughout the Change Command.A record of programmes and projects created in MSP, compliance/quality metrics developed.Basic training provided in the use of MS Project.A process developed that provided schedule based data on delivery performance in support of funding tranche decisions and portfolio prioritisation.
