(Senior) Head of Unit - Core Banking Systems

The EIB, the European Union's bank is seeking to recruit for its Corporate Services Directorate (CS) - Information Technology Department (IT) - Business Services Department (BSD) - Enterprise Applications Division (EA) - Treasury and Borrowings Unit (T&B), a (Senior) Head of Unit - Core Banking Systems (*). This is a full time position at grade 5/6.

(*) internally referred to as "(Senior) Unit Head IT Applications"

The terms of this contract will be 4 years.

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Panel interviews are anticipated for beginning of July.

Join our team as a Head of Unit within the EIB's Enterprise Applications Division where you will be able to demonstrate your abilities in managing the team responsible for one of the most critical banking systems supporting Treasury and Borrowings operations.

Purpose

You will lead the Treasury and Borrowings Unit, composed of experts dealing with Front-to-Back core system functionalities and data analytics solutions. The main goal of the team is to provide IT services in the fields of Treasury & Borrowings Front, Back, Middle Office, Risk Management and Accounting, thereby contributing to the achievement of EIB objectives.

Key facts about the team:

Supporting 260 end-users across the Bank

10 medium-sized (50-100 man-days) and 2 large projects (200 man-days) delivered annually in both waterfall and agile

Treasury operations: over 10,000 trades per year (FX, Money Market instruments and Securities)

Borrowings: over EUR 50bn of EIB own issues and their related derivatives

Hyper-connected system with over 25 interfaces with trading platforms, data feeders, Swift gateway, document management, and other internal satellites for data analytics and reporting

Operating Network

You will report to the Head of the Enterprise Applications Division, and will be responsible for a series of critical financial applications in which errors or delays (e.g. in payments or missed reconciliations), could lead to financial losses and/or reputational damage for the Bank.

In this role, you will manage and coordinate the work of a team of up to 15 experts (combined of internal staff and external consultants).

Role & responsibilities

Provide leadership and guidance to the team and supervise overall operation of IT processes in the Treasury and Borrowings domain;

Provide coaching and support to team members to improve their capabilities, increase the efficiency and quality of the work activities carried out by the unit and guide them in their careers;

Contribute to the definition of the EIB's IT Enterprise Applications strategy, in close cooperation with counterparts,

Ensure that the systems are in line with business, regulatory, cyber-security requirements and follow the appropriate IT standards, policies and procedures, while remaining cost effective;

Proactively propose ideas to develop new technical solutions;

Support the knowledge sharing among the team members ensuring that the knowledge is kept up to date;

Contribute to developing and communicating strategies, policies and procedures and ensure the application of the necessary processes, procedures, IT standards, methodologies and working tools and ensure their proper application and maintenance in the unit;

Define and manage investment budgets for IT application projects and manage maintenance/operational budgets for the unit;

Manage and ensure that contracts with external suppliers of services or software meet business needs and manage procurement procedures for external services or software when required;

Ensure high quality specialised advice to clients on application systems and on operational and functional problems including establishing steering arrangements with internal customers at project level.

Qualifications

University degree in Computer Science or related discipline;

At least 5 years of relevant professional experience in an IT function managing complex projects or application support teams in the finance/banking environment;

Previous experience in the finance/banking industry or relevant degree/certificate;

Experience in managing complex IT projects/programs preferably in the implementation of banking software solutions (Prince2 or PMP/PMI certifications would be considered an advantage)

Broad technological expertise in IT, including software life-cycle, customization and interfacing techniques

Experience with TMS systems (such as ION WallStreet, Murex, FIS/Sungard) would be an advantage

Experience or proven ability in managing or coaching people, ideally in multicultural environment

Excellent communication and negotiation skills

Knowledge of market trends and developments in the IT sector

Excellent knowledge of English and/or French, with a working knowledge of the other (*)

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
