A leading European Investment Bank are looking for an Interim Head of UK Financial Security and Money Laundering Reporting Officer while they search for a Permanent person to take over. This is likely to be a 6 month assignment. This role is based in London, remote working while the COVID restrictions continues. Summary The Head of UK Financial Security and MLRO is a key senior role within the London Compliance and Financial Security team and is responsible for ensuring that the Banks London has systems, controls and procedures in place to prevent financial crime. This will involve developing, coordinating and monitoring the effectiveness of Financial Security controls for the relevant legal entities in the UK within the framework of an overall global Financial Security strategy. They will be responsible for providing sound regulatory advice to the SCCO and relevant London Senior Management on all matters relating to Financial Security, including, but not limited to; anti-money laundering, fraud, bribery and corruption, sanctions/embargoes, and countering terrorist financing. They will also take a proactive role in assessing bank compliance, identifying potential weaknesses and initiating measures to rectify them. The Head of UK Financial Security and MLRO is also responsible for the management and smooth running of the Banks London Financial Security Department. The role of the Financial Security Department covers providing the relevant legal entities in London with controls and procedures in order for them to comply with the requirements of the specific legal entity and the Banks group, as well as the FCA's statutory objective of reducing financial crime. The latter covers prevention, monitoring and investigation of; money laundering, terrorist financing, embargos and sanctions and fraud. The Financial Security Department in London also operates within the guidelines set by the Banks Financial Security Department in Paris and in this respect is responsible for providing that Banks Group policies are implemented and complied with at Banks London Branch. The incumbent must work with heads of other support/control functions such as Compliance, Legal and Operations in order to effectively co-ordinate action. They must also maintain a good working relationship with Product Line/Business Heads and actively work with these areas to implement realistic and effective procedures and controls. The incumbent must also work closely with Compliance & Financial Security functions elsewhere in the Crédit Agricole SA Group network where business from overseas areas impacts the UK.Required experience:Practical experience working in Corporate and Investment bank as MLRO.Previous experience working within a Financial Security function with exposure to money laundering, embargo / sanctions and / fraudPrevious experience working with law enforcement agenciesSMF 17- Money Laundering ReportingStrong communication skillsAble to communicate and gain the respect of all levels of management and staffDetailed knowledge of the 4th and 5th EU Money laundering Directive, UK Money Laundering Regulations & JMLSG Guidance NotesDetailed knowledge of HMT, EU and OFAC sanctionsDetailed knowledge of other sanctions / embargoesAppreciation of the mechanics & workings of the law enforcement agencies & courtsStrong administrative skillsDegree education or equivalentNice to have:Money Laundering qualificationPrevious experience working with money laundering / transaction monitoring softwarePrevious experience working with embargo / sanctions monitoring softwareExperience of International and cross boarder issues relating to FSFrench language skills We look forward to hearing from you.
