Define the IT architecture of a bank that's financing infrastructure for a continent.

Do you have extensive experience of enterprise architecture work, including application portfolio management and developing technology strategies and roadmaps? Are you fully familiar with reviewing and specifying solution architectures and implementing change projects in complex technology environments? Then you can shape the IT architecture of a bank with a unique social mandate.

Established in 1956 and bringing together 41 member countries, the CEB is a multilateral development bank which finances and responds to emergency situations and actively enhances the living conditions of the most disadvantaged groups. At the heart of our Information Technology Division, you will take ownership of our technical and functional IT architecture, data governance and business intelligence, guiding our IT teams in implementing new systems and interfaces to enhance operability and resilience.

In particular, you will actively develop our Enterprise Reference Architecture (ERA) to deliver a clear strategic framework, provide technical guidance and advice to projects from the earliest stage, and partner developers, analysts and support teams to assess the technical fitness of our applications and platforms. At the same time, you will catalogue information points between applications and platforms, define our direction for reporting and data analysis tools and lead the Business Intelligence Team, giving you considerable variety and enormous impact on our technology roadmap.

To be equal to the challenge, you will require:

A degree-level education or formal IT architecture qualification

Extensive experience of integration technologies and techniques, including ETL and messaging platforms

Highly developed analytical, modelling and visualisation skills

An innovative and adaptable mindset

Full fluency in either English or French, with a good command of the other language

Familiarity with Software AG webMethods, Informatica data information tools, OpenText Content Server, Microsoft Dynamics and core banking systems (useful but not essential)

A basic understanding of treasury and banking transaction processing and risk management methodologies (again advantageous but not vital)

In return, you can expect an excellent tax-free salary and a comprehensive package of benefits, including a contributory pension plan, medical and personal insurance, family allowances where appropriate, and potentially reimbursement of relocation expenses.

Applications should be made in English or French using the Council of Europe Development Bank online application system by clicking the APPLY button.
