SC Cleared Programme Manager **INSIDE OF IR35**

My client are looking for an experience SC Cleared Programme Manager to provide leadership, direction, support and deliverables and to ensure that work is properly attributed and completed to a sufficient quality.

The Programme Manager will be responsible for the following activities and deliverables:

* Deliver the programme objectives within the authorities delegated by the Steering Group

* Ensures the programme enables the targeted business benefits to be achieved by delivering the scope on time, within budget and to quality

* Delivers the business objectives for the programme as a basis for resolving problems and conflicts of interest, and making compromises prior to escalation

* Manages programme level risks and issues and escalates where necessary

* Manages and monitors the programme performance, progress against milestones, and appropriateness and quality of work, and where necessary takes corrective action

* Manages and monitors the overall programme spend against budget using reports etc. from PMO/Finance

* Reviews documents to determine appropriateness and quality of work

* Monitors and advises on team performance, including 3rd party relationships and seeks to resolve problems with work or relationships between programme and business/IT staff

* Ensures commitment and input to the programme and ensures business review and signoff of deliverables

* Maintain an overview of and report on overall stakeholder support

* Manage efficient and effective programme meetings

* Constantly ensures programme plan is appropriate and tasks are delivered

* Ensure delivery within relevant statutory and policy obligations.

* Ensure that all stakeholders are aware of and adhere to the overall programme reporting and governance structure. Manage stakeholders and contribute to communication plans.

* Produce and Maintain a RAID log setting out the key risks, issues, assumptions and dependencies to delivering a solution that meets the NCA's senior stakeholders requirements. Manage those entities in a manner that minimises negative impacts and maximises opportunities.

* Govern delivery through agreed boards accountable at programme and portfolio levels and ensure delivery within relevant statutory and policy obligations.

Due to the nature and urgency of this post, candidates holding or who have held high level security clearance in the past are most welcome to apply. Please note successful applicants will be required to be security cleared prior to appointment which can take up to a minimum 10 weeks.
