As part of this programme they are looking to hire a Lead Developer on a permanent basis.Client DetailsThe Planning Inspectorate has a long and proud history in ensuring a fair planning system by acting as the main appellate body for planning decisions in England and Wales. The judgements and decisions made by planning inspectors have a significant impact on the economy, people's lives and the communities in which they live.We've embarked on an ambitious programme of business change supported by a complete refresh of the systems that support our core business services. We are re-designing and creating new services across all channels, supported by modern technology that's transforming the way in which we deliver services to both our internal and external users.We are seeking a committed and motivated individual to lead our team of Developers during this exciting time. DescriptionYou will be leading and working with a team of developers and testers designing and developing software products that meet user needs. You will ensure that professional learning and development is promoted and supported through coaching, mentoring and investing in personal development.You will deliver high quality code in line with project goals and delivery cycles. You will develop effective relationships with internal and external stakeholders to support the delivery of the service and you will be able to communicate technical concepts to non-technical stakeholders.You will provide guidance on the right way to apply standards and methods, ensuring compliance, and maintain technical responsibility for all the stages and iterations of a software development project. You will set the team-based standards for programming tools and techniques. You will provide technical leadership within the team to identify the best technology and solutions.You are able to use industry standard Agile methodologies and embed practices such as TDD, continuous integration, continuous delivery, and DevOps.ProfileEssential CriteriaExperience of building scalable, secure web applications (preferably in Azure using C# .Net) and a detailed knowledge of server side Javascript programming.

A comprehensive understanding of front-end web development (HTML, CSS and JavaScript).

Experience of agile development, software design patterns, continuous integration, test driven development and version control (preferably GitHub).

Experience of developing and working with APIs.

Demonstrable experience of delivering user focused products with a thorough understanding of software design principles, standards and practices and advising others on the right way to apply them.

Experience of leading and mentoring a development team ensuring all developers on the team reach their potential, conform to good software practice and produce high quality, well tested software.

Ability to quickly research and learn new programming tools and techniques.

Strong interpersonal and communication skills.

Proven experience balancing multiple priorities and dealing with ambiguity.

Experience of identifying, locating and competently fixing faults.

Understanding cyber security, designing solutions and services with security controls embedded, specifically engineered as mitigation against security threats as core part of the solutions and services.

Relevant professional qualification at practitioner/professional level (e.g. BCS Practitioner Certificate in Systems Development Essentials, Microsoft Certificate) or willingness to study for a qualification within a reasonable length of time

Desirable CriteriaExperience of other Cloud platforms and programming languages (e.g. AWS, PHP, Java).

Experience of Azure AI & Machine learning services.
