A unique opportunity to work within the Defence industry as a P6 Planning Engineer.
 

Description:

Primary Purpose
To assist the Advance Planning Senior Engineer to provide the analysis, vetting and interrogation of advanced work packages for submarine maintenance periods, then apply scheduling practise to produce an Indicative Project Schedule (IPS) and the associated planning assumptions.

Principal Tasks and Responsibilities
Advanced Planning Engineer principal tasks and responsibilities are:
Create, maintain, update and control realistic Indicative Project Schedules, assumptions and risk documents for in-service fleet-time projects, based on Key Items Lists, the Through Life Boat Plan and the Draft DAR.
Support Design Services and the appropriate Design Authorities in the generation of the Key Items Lists and work specification DAR from a waterfront engineering perspective.
Analysing, vetting and interrogating the Advanced Planning Key Items Lists & DAR to ensure a full and detailed understanding and interpretation of the Customer requirements
Maintain, update and control the Indicative Project Schedules submitted at T-24 months of Project Start for in-service fleet-time projects.
Identify key items, activities and dates; project logic and durations; resource constraints; facility and safety case interfaces and constraints to comply with the requirements of the Work Breakdown Structure.
Highlight risks, issues, options, mitigating factors and opportunities to the SSMP from the scope of the work specification
Create options, baseline and mitigation plans and schedules as required for consideration at work package review meetings, and internal review meetings
Produce ad-hoc schedules, reports and metrics for the Advanced Planning Manager as required
Early processing of key items as appropriate, including the agreement of the technical/contractual content so that the planning and delivery phases can be progressed in advance to meet project schedules
Act as the focal point for the designated in-service fleet-time projects for all advanced planning DAR & scheduling functions
Liaise with all groups as required within the submarine enterprise to obtain project activity logic, durations and interfaces as necessary
Identify patterns, trends and anomalies within the advanced planning work specifications, which have an effect on the planning and delivery of projects, for feedback to the appropriate groups for action, i.e. Design Services, Design Authorities.
Support the assessment of proposed Design Changes within in-service submarine projects, identifying risks, issues and opportunities
Maintaining good relationships with the Client and the Client's agents and pursue resolution of technical or conflicting project requirements so a full understanding of the clients requirements can be agreed
Identify, within the advanced planning work specification, significant and intrusive packages. From a waterfront engineering perspective identify suitable maintenance opportunities within the SSMP for significant or intrusive items in order to smooth the SSMP loading
Attend advanced planning meetings as required

Interfacing Responsibilities
For the principal tasks and responsibilities identified in Section 4 to be carried out and discharged effectively, there are a number of limited responsibilities of other groups or persons that must also be discharged. Principal amongst these are:
The test organisations, engineering and production centres to provide information, logic, experience, resource requirements, equipment requirements and documentation
Project Teams to provide information, experience, plans, programmes and LFE
Health Physics, Nuclear Engineering and Procedure Authorisation Groups to provide information, experience, nuclear logic and procedures, plans and LFE
Facility and Plant Management Groups for Safety Case and Facility constraints and availability
Superintendent Fleet Maintenance (SFM) to provide resources and documentation for joint project requirements
Ships Company and Heads of Department
Design Authorities and Customer representatives
HMNB Clyde for experience, information and LFE sharing
SSMG/DSPM, Dreadnought and Design Services for Key Items Lists and DAR information
Site maintenance groups for requirements for maintenance outages on plant, equipment and facilities
Harbourmaster and Berthing Control organisations for berthing, docking and tidal restrictions and interfaces

Qualifications and Experience Requirements
Academic:
The Advanced Planning Engineer must have completed:- ONC or equivalent in relevant M/L/C Spec

Experience
Essential:-

A good knowledge of submarine operations and maintenance.
A minimum of 5 years experience in engineering delivery.

Preferable:
Experience in managing and running submarine maintenance activities.
Previously qualified as a submarine Marine Engineering Department Category B or Category A watchkeeper.
IT: Experienced user of Microsoft Project, Primavera P6, MS Office, MS Access, Acrobat Writer, Visio and Powerpoint
