LA International has been appointed as a Prime supplier to the NCI Agency through the Advisory and Assistance Services Framework (A&AS), a contract that enables them to call off Project / Programme Management, Administration & HR, Commercial, ICT, Scientific, Engineering, and Military functional expertise in order to support essential NATO operations.

Job Title:Principal Administrator (Head Programme Support)

Requirement Description

Under the direction of the Chief Business Management Mons, the incumbent will perform duties such as the following:

*Exercising financial control during the execution stage of funding allocations, ensuring compliance with NATO and Agency regulations, and guidance provided by the NCI Agency Financial Controller;

*Providing financial expertise to Fund Managers, Project Managers, Service Owners, Account Management, and Acquisition staff;

*Providing analyses and producing management reports (for both internal and external use) regarding revenues, costs, variances from targets, productivity, and other aspects of management control;

*Assist the Senior Finance Staff in Customer Reviews;

*Assessing in-year affordability of requirements, and assisting to develop recommendations for requirement prioritization;

*Supporting financial analysis of customer requirements, coordinating the cost estimation and financial planning associated with negotiation of Service Level Agreement (SLA) and delivery of ICT services;

*Assisting in the preparation and review of Agency price proposals, and the cost elements of Service Level Agreements (SLAs);

*Billing of customers in accordance with terms of SLAs;

*Providing technical advice and functional support to the Chief, Business Management, and to other managers within the Finance organization;

*Assisting in serving as a point of entry for all local financial matters;

*Perform the administration and clerical functions for all financial records and files;

*Assist to Identify/verify the proper funding categories for all purchases and services requested;

*Perform other duties as may be required.

Skills and Experience

*Vocational training at a higher level in a relevant discipline, or equivalent combination of appropriate qualifications and experience;

*At least 5 years' relevant experience;

The incumbent must be able to show:

*Demonstrable skills and experience in areas such as financial management, resource planning and budgeting, cost analysis using automated financial management systems;

*Experience in preparing financial reports;

*Demonstrated ability to work as an integral member of financial management team charged with implementing financial plans and policies;

*Experience in planning, preparation and production of budget submissions;

*Microsoft Excel skills;

*Proven ability to effectively communicate orally and in writing.

In addition:

*University Degree in a relevant discipline;

*Knowledge of NATO Financial Regulations;

*Knowledge of CIS systems and experience in managing CIS logistics support;

*Advanced skills with Microsoft Excel;

*Previous use of Oracle R12;

*Knowledge and/or experience with customer funding;

*Prior experience of working in an international environment comprising both military and civilian elements;

*Knowledge of NATO responsibilities and organization, including ACO and ACT.
