Westminster City Council is a progressive organisation that never sits still. With overarching responsibility for the upkeep and maintenance of London's royal, political and tourist heart, we are constantly evolving to produce the most exceptional results. For some departments, that means coming up with new services and ways of supporting residents. For other teams, it might mean adopting digitally-advanced processes and challenging current practice. And overseeing many of these fast-paced changes is the Corporate Programme Management Office (CPMO), who are committed to giving each project the best chance of success.

The Role:

This role is critical in delivering strategic change programmes and instilling best practice across the organisation. Working out of our Corporate Programme Management Office (CPMO), you will play a lead role in identifying, prioritising and initiating key programmes and projects across the council. With an overview of all programmes, you will spot opportunities to leverage economies of scale and reduce risk. You will also track programmes to ensure they deliver on our strategic objectives.  A champion of the corporate change agenda, you will support successful delivery by fostering working relationships with programme sponsors and external partners, and providing expert advice, coaching and skills-transfer to Programme and Project Managers.

About You:

The CPMO are behind many of the council's boldest transformation initiatives, working with senior stakeholders to ensure that they are supportive of the changes that need to happen.

You'll bring substantial experience of multidisciplinary project and programme design and planning, preferably in a local authority or public sector context. Highly analytical, you'll have the expertise to use data and assist with more technical work.  Familiarity with implementing digital and cloud solutions is especially desirable. The ability to build and maintain partnerships and productive working relationships is essential, as are political awareness and outstanding communication skills. With no direct reports, your success will depend on your ability to inspire, influence and motivate others - from directors and partners to members of local communities.

The Council and its partners are committed to achieving diverse shortlists for all vacancies at Band 4 or above to support our desire to increase the number of staff from underrepresented groups in our workforce. If you are from a black, Asian or minority ethnic background (BAME), we invite you to self-declare this to the hiring manager as part of our positive action commitments.

What We Offer:

If you are passionate about pursuing your career goals while doing something truly great for the benefit of others, then this is the role for you. We want you to succeed in our team - and to stay with us for the duration of your career - so we will support your ongoing development with a range of exceptional training opportunities. And with your ongoing development will come a range of other exciting opportunities to pursue within the council - because we truly believe in recruiting and retaining the best people. To maintain this model, we know that it is vital that we remain flexible to the needs of our staff. You will therefore find lifestyle-friendly working hours, a generous benefits package that includes access to the civil service pension scheme, plus a friendly and welcoming environment where every member of the team is free to be themselves, without being discriminated against because of their lifestyle choices.
