The purpose of the Service Strategy Lead is to provide the guidance and prioritisation of the Engineering Programme Management Function investment (time and effort) in services to meet the wider CCEB intent. The Service Strategy lead will be expected to adopt a market driven approach to developing FVEY services over the long term; aligning with the EG/DCIO vision it will delivery on service value through defining the FVEY service strategy, portfolio and demand strategies (through a PoW) on behalf of the wider FVEY community.

1.Organisational Purpose

The engineering Programme Management Function (PMF) is responsible for the delivery of Defence enterprise level information services on behalf of the five eyes community. It will report to a joint Programme Board with representation from the CCEB and Defence CIOs for Australia, Canada, New Zealand, the United Kingdom, and the United States. The PMF will work in partnership with national project teams to deliver integrated IT solutions.

The PMF is the organisational grouping through which the co-ordained collection of strategic processes and decisions enable the most effective balance of programme change management, service capability delivery and BAU activity. The Senior leadership team provide functional leads for each of the groups within the PMF: Technical Support, Engineering Assurance, and Service Development.

2.Purpose of Role

The purpose of the Service Strategy Manager (SSM) is to decide on a strategy that best enables the CCEB and DCIOs endorsed Pegasus delivery Mandate. The SSM will determine which services the PMF will offer and what capabilities are required to be developed with the nations to meet that need. The ultimate goal of the SSM is to make the PMF think and act in a strategic way that is highly aligned to the war fighter need. The role will work in unison with the IPD and Programme Manager, creating a strategic vision that delivers FYEY change design through the Engineering Development Function. The role will create improved awareness for capacity planning and resource management though a pipeline view of the current and future PoW and the engineering detail through Service Design Packages which the engineering Project Teams can deliver too.

3.Key Responsibilities

*Sets the direction and strategy for IT services in support of the Pegasus Delivery Mandate.

*Implement the service strategy.

*Manage the user and technical service portfolio; ensuring the right mix of services to meet the Delivery Mandate.

*Manage the PMF operating budget, accounting for and charging for changing requirements against in the PMF outputs and structure.

*Understand and influence the Programme Board demand for services, working with the nations to ensure that sufficient capacity exits to ensure that the demand set out in the PoW can be met.

*Plan and design the current and forward Programme of Work (PoW); resolving issues and initiating appropriate corrective action.

*Maintain a positive relationship with the national operational staff, service strategy and design functions to ensure that appropriate services are developed to meet the FVEY need.

*Manage communications with ICT service strategy and design stakeholders.

*Manage the strategy and design dependencies and the interfaces between services.

*Manage the strategy and design level risks to the programme's successful outcome.

*Support the Technical Support Function with the provision of Service Design Packs and Test and Evaluation as a service.

*Initiate new activities and other management interventions wherever gaps in strategy and design are identified or issues arise.

*Report the strategy and design maturity within the PMF and the programme at regular intervals to the IPD.

4.Key Qualifications and Experience

Essential

*Proven technical ITSM leadership

*Chartered status (IET, BCS or PPM).

*ITIL Service Strategy and Design qualified.

*International FVEY IT delivery experience.

Desirable

*US or NATO, IT Architect or Service Level manager experience.

*MSP qualified.

*Proven IT or systems engineering team leadership.

*SAFe or Agile delivery experience
