Unique opportunity to work on site at one of the worlds leading military defence dockyards.
Tasks / Responsibilities
For designated facilities / programmes:
a. To deliver the DRDL Board endorsed INO Oversight Programme including all relevant activities , in line with the DRDL site operational programme;
b. Reporting of findings to the INO Principal Inspectors / the Head of Independent Nuclear Oversight (HINO) and to input into the Nuclear Assurance Committee monthly report.
To ensure effective interfaces with the external regulators (including internal stakeholders) in relation to nuclear and radiological matters for the facilities in his / her portfolio.
To conduct relevant activities as detailed in the INO Programme to assess DRDL compliance with all relevant legislation, regulation, DRDL Governance and Policy and guidance are being enacted appropriately.
To support and contribute to all relevant Operational Readiness Reviews.
To act as a team member for the independent assessment of the business' emergency arrangements exercise programme both onsite and offsite.
In the event of an onsite emergency, to act as an independent member of the Silver or Bronze Commands. Providing advice, as required, and ensuring that appropriate records are maintained.
To conduct reactive interventions and support independent investigations into events relating to nuclear / radiological safety in accordance with DRDL procedures, to present findings and ensure closure of actions as required including any follow-up reports.
To support the HINO in development of the Quarterly INO Report.
To assess activities against Leadership and Management for Safety (LMfS) requirements on an ongoing basis to support the Devonport site LMfS of DRDL's
Management of Safety.
To support PIs in the development of Notices iaw the Enforcement Management Model
To support and join Ministry Of Defence assurance, COMDEVFLOT, Naval Base Safety and external Regulator activities as required (Further Authorisation Condition 1).
To generate and maintain appropriate records in accordance with NUA(D)-SD-127 Record Retention.
To expedite the close-out of INO raised NCRs and Investigation Findings, utilising escalation of enforcement action as appropriate.
Review, update and maintain as required all applicable process documentation to support the delivery of a compliant set of Management Arrangements for the INO function.
To act as a role model for health and safety behaviours and actively participate in the Visible Leadership Programme
To undertake specific assignments as required.
Provide data to support statistical analysis and trend reports on DRDL's nuclear and radiological safety performance and the effectiveness of the INO function.
You are to promote attitudes and behaviours that encourage constructive challenge and perform all activities with due professional care and in accordance with the requirements for national security and company confidentiality, and the relevant standards for clients ethical behaviour.
Secondary Tasks and Responsibilities (Dependant on Role Allocation)
You are to demonstrate and promote the necessary safety culture within your area of responsibility and sphere of influence, continually assessing behaviours in your area. Where appropriate you should raise any nuclear safety concerns to the person responsible for that activity, their senior Line Manager, or a member of the DRDL Board.
Qualifications / Knowledge Requirements
The qualification, knowledge and competence requirements of this post are held within the relevant Role Profiles within the Nuclear Baseline Management Tool (NBMT). The following is a summary of these requirements:
The Inspector shall be competency assessed and appointed in accordance with NUA(D)-PM-032.
Training / Qualifications - External
Nuclear Warship Support Course (desirable) or Nuclear Practitioner Course Modules 1 to 4 (desirable).
Lead Auditors Course.
Lead Investigator Course.
A degree in an Engineering discipline or equivalent qualification.
National Examination Board in Occupational Safety and Health Certificate / Diploma.
Regulatory Inspector Training (Desirable)
Training / Qualifications - Internal
Submarine Quality Assurance Course.
Root Cause Analysis Course.
Duly Appointed Person Course.
Some knowledge of LCs and ACs and how they are complied with on site. In addition the following qualities are required:
Personal drive and determination, but capable of delivering sound judgements often in a pressurised environment;
An influential and persuasive approach to achieving objectives, emotionally resilient - able to get the job done in difficult circumstances and;
The ability to work as part of a team, particularly within a programme management environment, to effectively plan, prioritise and be forward thinking with good investigative ability.
