Job Title: ICT Systems Improvement OfficerLocation: WalsallSalary: £29,343 - £33,464 per annum (plus excellent employee benefits)Job Type: Full Time, Fixed Term (12 months)Closing date: 28th October 2019The Council is transforming how it works. Developing technologies, customer expectations and external budget pressures mean they need to modernise and rethink how they deliver their services.They have an opportunity for an ICT Systems Improvement Officer to join the ICT Programme Management Office, working on various projects.Job Duties:To manage and lead upon the implementation of strategic technical and business change ICT projects and service improvements initiativesResponsibility for the delivery of initiatives and projects to a specified time and budget, whilst ensuring quality and mitigating against riskTo lead on the successful implementation and delivery of large scale complex projects on time, to budget and of the right quality using Council's project management methodology and other relevant project management techniquesTo produce, maintain and review complex integrated project plans and other project documentation to enable projects to be managed against a clear set of defined deliverables and milestonesManage, track and report upon project budgets (to the value of c£500,000) and realisation of benefits over the lifecycle of the projects; ensuring that all expenditure is reconciled back to the project(s) in a timely mannerAnalyse and interpret complex data from a range of sources conducting independent research to draw conclusions and deliver these to the appropriate teamsTo undertake business analysis activity with service areas to capture understanding of the current 'as is' environment and to influence and shape the future 'to be' state building on the objectives and benefits of any change programmeTo provide workshop facilitation skills and techniques to ensure that key stakeholders are engaged with the change journeyTo provide leadership and direction to multi-disciplinary project teams, and external third parties. Defining work packages, ensuring deadlines are understood and adhered to and that project objectives are clearly articulated and understoodTo successfully manage project risks through effective analysis, governance, mitigation and contingency planning. Develop and manage the project risk and issues log regularly monitoring, updating and reporting the risks to senior managementTo lead on health check reviews across projects and recommend where changes could be made to support improvementProcure project related goods and services in line with the Councils contract rules and public contract regulationsManaging suppliers and contracts to ensure that value for money is being obtained throughout the life of the change programmeKey Requirements:Qualified by experience within an ITIL ICT environmentProject management qualifications i.e Prince 2, Scrum, Six Sigma, Lean, MSP Practitioner, Business Analysis or significant project management experienceSubstantial and recent Project management experienceCommunicates with people - shows confidence and credibility, relates well to others, promotes fairness and equalityAchieves outcomes for customers, strives for continuous improvementUses initiative, is innovative and drives through change - is change orientated, open to new ideas and displays creative thinkingExperience of leading on a wide range of multi disciplinary ICT projects and an in depth knowledge of a variety of project management tools and techniquesExperience of local government with an exposure to ICT strategy and policy managementExperience delivering complex large scale ICT and business change projectsAbility to demonstrate good knowledge and experience of business process mapping activitiesKnowledge of ITIL or other appropriate methodologyFor this role the successful candidates must undergo a Baseline Personnel Security Standard (BPSS) check. BPSS is the minimum standard to ensure the identity and integrity of an employee who has access to official information using secure networks linking central government and local authorities.
