Project Manager - Rothera Modernisation - Cambridge and AntarcticaLocation: Cambridge, with possible short (up to 8 weeks) visits to research stations in Antarctica

Description This great opportunity has arisen for an enthusiastic and capable project manager to join the Project Management Office (PMO) at the British Antarctic Survey. What's great about this role?
There is huge variety in the projects we are delivering, so a chance to gain experience in many aspects of infrastructure delivery including the specific Antarctic factors such as logistics, environment and science interfaces. Most of the time you will be based at the BAS head office in Cambridge surrounded by a large team of highly committed people passionate about delivering and supporting polar science. There will also be opportunities to spend time at our stations in Antarctica during both the development and construction delivery phases of the projects. We expect all team members to grow and develop their careers significantly through their involvement in this programme. It is a fast moving environment and no two days are the same, which is part of the challenge and the excitement, however we have a strong team that supports each other and allows us to be successful. You will be part of a team tasked with delivering one of the most exciting and challenging programmes of infrastructure projects ever commissioned by NERC/BAS. What are we looking for?
For the Rothera Modernisation Project Manager we are looking for a project manager with:
Site supervision experience on construction projects with significant building and or building services elements
Complete commitment to sustainability in project delivery
Recent multi-year experience of delivering construction based projects using PRINCE2 methodology (or similar)
Experience of delivering projects in complex environments with multiple stakeholders
Substantial experience of negotiating with internal and external stakeholders in respect of project resources and delivery
Direct experience of negotiating with external contractors in a project management context
Experience of managing projects using the NEC suite of contracts Purpose NERC/BAS takes delivery of its new polar research vessel, the Sir David Attenborough, later in 2019. This is part of a £225M programme of works, which also includes a number of land based infrastructure projects, such as wharf upgrades and station buildings and services improvements at the research stations. A separate programme of station improvements at Rothera (the UK Antarctic Hub) has also been agreed giving a total budget of over £300M currently being invested in improving our Antarctic infrastructure. These projects are known collectively as the Antarctic Infrastructure Modernisation Programme (AIMP). Future phases of this programme have now been identified with significant additional spend over the next ten years. NERC/BAS has entered into long term partnering contracts with a Technical Advisor and a Construction Partner in order to deliver this challenging programme. The AIMP projects are part of a Government capital investment for the development of sustainable and efficient infrastructure. In addition, BAS is embarking on an extensive programme of transformation to achieve a number of objectives including using resources more effectively, realising the benefits of capital investments and the integration of BAS business systems and capability with other BAS functions. BAS has set up a Project Management Office (PMO). This role sits within the PMO and is responsible for managing a number of elements of the Rothera Station modernisation that have been identified in the 25 year master plan. This is expected to consist of, but not limited to: A new accommodation block
Energy efficiency, renewables and sustainability feasibility projects
Site services upgrades
Rothera Point operational improvements
New boat shed and marine laboratory
Provide advice to the consultants and contractors on innovative techniques and systems to overcome problems specific to the polar environment.
Assist on other projects within the BAS portfolio as and when required.
Work with the Senior Information Manager and the Project Management Officer to ensure rigorous compliance with the Common Data Environment and the Project Management Plan.
Assist in preparation of all end of stage and end of project documentation, including BIM and Government Soft Landings.
Progress towards achievement of formal project management qualification.
Provide coaching and mentoring to other members in the team. Qualification Construction or engineering related degree (2:2 or above) or equivalent Duties Support the Rothera Modernisation Senior Project Manager and manage the inputs from the other BAS PMO team members in delivering the Rothera Modernisation projects.
Responsible for the contract administration of the NEC4 TSC Task Orders with the Technical Advisor and the Construction Partner for the Rothera Modernisation Phase 2 Projects, including progress reporting, progress meetings, change management, programme and risk management.
Coordinate the Employer review processes for the Rothera Modernisation Phase 2 Projects.
Assist in the updating and manage the implementation within projects of the following overarching programme delivery processes:
o Project Management Plan
o Information Management Strategy including BIM Level 2
o Risk Management Process
o Cost Estimating Process
o Stakeholder Management and Communication Plans
o Sustainability Strategy
o Benefits Management Plan
o Government Soft Landings
o Partnership Management Plan
o KPI's, performance management and continuous improvement
Keep the Senior Infrastructure Programme Manager informed of important issues, activities and progress affecting programme delivery.
Communicate the work of the AIMP to the wider community.
Prepare highlight reports and any other progress reports required by the programme.
Possible visit to Rothera Research Station in season 19/20 for purposes of site investigation and familiarisation and to provide support as necessary for the Rothera Modernisation Phase 1 and the Wharf construction projects. (this could be an eight week visit in April-May 2020).
Provide construction supervision support throughout the three construction seasons 20/21, 21/22 and 22/23 at Rothera Research Station (likelyduration 6 weeks per visit).
Ensure the Construction Partner team is compliant with the agreed construction contract, including:
o Conditions of Initial Environmental Evaluation
o Health and Safety provisions
o BREEAM and CEEQUAL schemes
o Interface with site operations and science
o Government Soft Landings
o BIM model maintenance
