Senior Commercial Officer (SC Cleared), Crime, Security Cleared, SC, DV, Government, G Cloud, Procurement, Commercial, OJEU, EXCEL, Public Sector, Contract, Management, Project, Warrington, Birmingham, Belfast, Commercial ManagerOur Central Government client based in either Warrington, Birmingham, or Belfast, are recruiting for a Senior Commercial Officer. The role requires SC Clearance.To undertake a range of commercial activity including sourcing & contract management. To support the overall provision of a commercial service to the client in accordance with departmental and organisational targets.Role deliverables:Support the teams in managing a large complex commercial portfolio.Deliver a number of high priority procurements/projects.Manage/supervise a team supporting the business through policy development, planning, performance, delivery of procurements and contract management adhering to appropriate governance.Manage and direct resources to ensure procurement activities are completed within agreed timescales/financial constraints and quality standards, in line with HM Government procurement policy.Supervise the research, development, collation, co-ordination and dissemination of management information including policy, reports, briefings, business plans, risk registers, presentations and web based communications as appropriate.Develop policy, reports, procedures and manage/monitor data systems across business areas.Engage with government departments, statutory bodies, private organisations, academia and industry (as appropriate) and attend working groups, government committees / meetings (as required).Develop and maintain effective working relationships with internal and external stakeholders in order to foster collaborative working.Provide effective contract management to optimise the benefits from 3rd party contractsMaintain effective working relationships with key business stakeholders to understand business needs and develop complimentary sourcing strategies that deliver value, quality and innovation.Lead and manage tender and mini-tender exercises using electronic and paper based systems in accordance delegated authority and agreed policies and procedures.Key Skills / ExperienceA proven procurement background of successful delivery in a complex and changing environment, preferably in the public sector.Excellent knowledge of Procurement legislation.Excellent organisational and analytical skillsExperience of effectively working as part of a teamProven experience of tendering activity & customer / service delivery.Proficient with tools such as Word and Excel and MS project.Be able to lead and deliver procurements from cradle to grave.Proven experience of tendering activity & customer / service delivery including: OJEUG-Cloud experienceWider public sector frameworksEffective management of contractsProvide advice on sourcing options and commercial models for categoryEnsure value for money is achieved and is sustainable and that risk is managed within the risk appetite
