As part of Norfolk County Council's Business Transformation, we are entering the procurement phase of our £13.2m HR and Finance Systems Replacement programme. We are seeking an innovative solution that involves new technology that is business-led and benefits-driven, realising estimated savings of between £20m to £31m over 10 years through streamlining processes and reducing back office requirements. As important is enabling our front-line services the opportunity to build on this infrastructure in their own transformation journeys.
Pivotal to the success of our change programme is a Head of Business Change. Your role will lead the development of strategy and plans to support the organisation to move to new ways of working and to ensure business transformation is embedded in ongoing business systems and processes. You will contribute to the success of the wider transformation through managing interdependencies between this programme and other transformation programmes within the County Council.
You will manage the Business Change team to optimise the use of expert skills and knowledge to deliver a challenging project with a focus on business process optimisation through the adoption of best practice processes. You will ensure a consistent, joined-up approach to the major business process and culture change programmes to produce significant benefits and savings.
Educated to masters' level you will have significant post qualification experience of organising and delivering change to services. With a relevant professional qualification or equivalent, you will evidence knowledge and an understanding of systems implementation and change management in a large, complex organisation.
