We also identify key areas of future strategic importance for our industries and encourage innovation and collaboration where required to maximise the potential for new technologies to positively impact UK consumers and to ensure that relevant issues of today and the future are addressed with consistency and coherence.Some areas of focus for the Technology Group are the implications of new technologies such as 5G networks, network resiliency, network function virtualisation, machine learning, artificial intelligence and the move to all-IP networks and how the regulatory landscape needs to adapt to ensure that communications will work for everyone into the future. We also have a growing role in securing the critical infrastructure that underpins the telecommunications and digital infrastructure of the UK, which will be a key focus and growth area for the group. Purpose of the RoleThis role forms a vital part of our capability on networks and the systems operators use to manage these networks to deliver communications services. It involves:- Provision of technical expertise to policy projects, some of which will be led from within the Technology Group, and others led elsewhere in Ofcom;
- Project management of policy projects. Your projects will have a significant technical component, but will also require input from other specialists (economists, lawyers), and the focus will be on achieving good outcomes for citizens, consumers and businesses;
- Maintaining an understanding of current and emerging technologies used in communications networks and the systems and tools used by operators to maintain and manage them. This will include identifying, commissioning and managing specific external technical research projects and maintaining a strong network of external specialists;
- Drafting clear and concise papers for a non-technical senior audience, either for internal discussion or external publication; and
- Relationship management with colleagues in other Ofcom teams and in external stakeholder organisations.Requirements of the RoleMembers of the Group are required to have a broad understanding of a wide range of technologies, whilst also being able to "drill deep" into specific technical issues when required.The networks that deliver broadband services to consumers and businesses in the UK are in a period of transition. This is driven by the continued investment in full fibre networks and the upgrade to existing networks. At the same time, plans are in place for the decommissioning of older network technologies on which many in the UK still rely for vital communications services. This throws up new challenges for the regulation of communications services and raises a number of potentially significant issues for Ofcom including:- The ability for consumers to switch between providers of communications services quickly and with minimal disruption;
- The continued provision, and future evolution, of a means to contact the emergency services by phone or messaging service in a way that provides the emergency services with sufficient information to swiftly and accurately deal with any incident. This includes representing Ofcom at technical standards meetings, working with our enforcement team as incidents arise and engaging with communications providers to understand how emergency calls are managed;
- A reliable and robust means to reduce the volume of nuisance calls received by consumers and businesses;
- The delivery of traffic over networks in a way that adheres to net neutrality regulations;
- The provision of better broadband services to consumers, wherever they are, using a variety of technologies;
- Understanding consumers’ and businesses’ requirements for broadband services, now and in the future, and how that can be measured and delivered, in terms of speed and other, more complex, quality metrics;
- Preparing for the decommissioning of the copper telephony network and the move towards all-IP networking.Skills, knowledge and experienceYou will require:- Demonstrable knowledge or relevant experience of telecoms networks, in particular fixed and broadband networks, and the systems that manage them
- Ability to work with technical experts from different stakeholders including industry, academia and/or public sector organisations.
- Experience of leading and managing technical work and working in and with technical teams
- Ability to demonstrate how technical or complex concepts can relate to tangible consequences for consumers or other policy areas
