Senior Technology Advisor - Resilience

Team Overview 

Our client has had responsibilities for communications network security and resilience for a number of years and has recently received new responsibilities in this area. In the light of the increasing economic and social significance of communications and services, the security and resilience of fixed and mobile networks and services is becoming more important and our client is taking proactive steps to ensure that they are designed and operated to meet the needs and expectations of users. 

Purpose of the Role 

Working closely with other members of the Network Security and Resilience team, you will be responsible for establishing and supporting the roll out of a network resilience assurance programme. This role will require you to provide strategic technical insights and help develop guidance on network topology, operations and processes so that our client's policy position and approach to the regulation of network resilience is effective and appropriate to end user needs and expectations, ensuring that they can benefit from new technological innovation in communications networks delivering a wide range of consumer and business services. 

Requirements of the Role 

- Support the roll out, management and progress monitoring of a programme promoting the adoption of network resilience guidelines and a complementary assurance programme across the Communications Provider community. This will include, developing "best practice" guidelines, establishing network and service availability targets, incident reporting thresholds and processes, developing and drafting compliance guidance, and carrying out and/or managing resilience assessments 
- Work with other members of the team in responding to and assessing telecoms and digital infrastructure company responses to security and resilience incidents that occur in their infrastructure which are reported to the business
- Work with colleagues in the investigations teams to provide technical support in relation to any enforcement activity 
- Work with industry stakeholders, Government and other relevant agencies to ensure policy goals are aligned and effectively co-ordinated 

Skills, knowledge and experience 

Whilst some of the technologies associated with telecoms network services are long established, new and innovative technologies continue to emerge and their configuration and management continues to evolve to match the increasing consumer demand for broadband capacity and a better quality of experience. These include the rollout of faster fibre, cable and wireless access networks, the transition from PSTN to voice over IP telephony services, evolution of key core bearer routing and transmission technologies, and a wider use of software controlled flexible network elements. Candidates for this role should have: 

- A comprehensive understanding of the technical design and operation of fixed and mobile telecoms networks and services, including how the technical architecture and operation of networks affects their delivery 
- A good understanding of current and emerging technologies related to telecoms services and their delivery including; software defined networks, NFV, multicasting, content delivery networks, faster optical fibre connections, 5G etc 
- A good understanding of the factors impacting on the quality of service and reliability of fixed and/or mobile services 
- Experience with evaluating technical vulnerabilities and identifying reasonable and appropriate control measures 
- Experience across all network resilience management domains in a telecommunications or related context (strategy; governance and risk management; response, recovery and resumption of services; situational awareness; testing) 
- Understanding of the internet suite of protocols, networking, routing and DNS 
- Experience of building and maintaining strong and effective stakeholder relationships and building consensus among colleagues from own and other organisations 
- Maintaining an ongoing awareness and understanding of current and emerging telecoms technologies, including via: ongoing training, industry liaison and identifying, commissioning and managing specific external technical research projects 

Desirable Skills / Experience 

- Experience and understanding of developing network deployment plans including architectural choices and how to address resilience 
- Experience of project management including developing and delivering against plans, managing risks and issues along the way 
- Knowledge of the regulatory environment 
- Worked in a communications provider or a technology-based consultancy for a number of years 

Qualifications 

- Preferably educated to degree level (or equivalent) 
- Relevant professional qualifications
