The Candidates:

As a Senior Application Support and Development Specialist you will provide application support for ICT applications used by the various business areas of Walsall Council. You will also be required to carry out software development activities relating to the support of these Business Applications.

You will have experience in a 3rd line support and development role and be familiar with a number of the following development technologies: Visual Studio 2010 or higher; .Net Framework; VB; C#; Model View Controller; Perl; Java; SQL; Transact SQL; XML; jQuery; E-Forms; MS Access; and DNN.

You will be able to work independently dealing with support calls and cooperatively with colleagues to resolve outstanding calls and/or improve software provision.

Key Responsibilities:

Provide advice, system knowledge and technical expertise to all business areas, project teams and external suppliers and service providers

Provide support to users, ICT service desk and other ICT officers to resolve routine and complex application service calls including Incidents, Problems and Service Requests

Provide formal documented response to customer Service Change Requests in accordance with the ICT procedures

Monitor application performance and deal with identified issues

Analyse and interpret complex customer requirements and produce High Level Design specifications to a high technical quality

Document all development activity and communicate new support processes/ documentation of new functionality to the appropriate ICT teams

Design and build/modify interfaces including validation and error correction procedures, processing rules, access, security and audit controls, recovery routines and contingency procedures

Key Requirements:

Qualified by considerable experience (a minimum of 5 years experience) within ICT support & development environments and /or an appropriate discipline at degree level

Microsoft Certified Technology Specialist working towards Microsoft Certified Professional Developer

Advanced and in-depth theoretical, practical and procedural knowledge in at least three of the following development technologies

MS Access

Able to design, tune and manage relational databases

Able to analyse and interpret complex customer requirements, evaluate options & varied information and present a sound business case

Strong systems and technical knowledge across multiple business areas

Able to work in a structured way with skills in time management, capacity and resource planning

Practical understanding and commitment to risk management, health and safety and equal opportunities
