Developing technologies, customer expectations and external budget pressures mean they need to modernise and rethink how they deliver their services.Their commitment to change runs through every level of the organisation, led by their Chief Executive, and over recent months they've worked to establish an ambitious Council wide programme of change.They are currently recruiting Programme Manager to join the Corporate Transformation Team, tasked with delivering services fit for the future.You will know from experience that change isn't always easy, but it is interesting, involved and challenging so applicants will need to have the right skills and experience, from across a wide range of services ideally within the Public Sector to be successful.The Role:Management of multidisciplinary teams of technical staff, subject matter experts, technology suppliers and project resources working together to delivery clearly defined plans of workFocus on delivering new and innovative digital capabilities, which facilitate customer interaction and potentially change the way that staff in all service areas across the council use technology for service deliveryApply industry standard business change tools and techniques ensuring that appropriate and auditable documentation is maintained for all projects to evidence progress, budget and risk managementEnsuring that appropriate governance and stakeholder management is implemented to support the decision making responsibilities of the programme and project sponsors and executivesDevelop and manage communications to key stakeholders through milestone planning and use of appropriate and auditable documentationConsolidate significant volumes of information in order to assimilate business case options and their appraisalManage procurement processes and contracts with technical solution suppliers as required as part of the programme deliveryResearch best practice and maintain strong links with other public and private sector organisations that have already successfully implemented digital change programmes and projectsPerformance management and undertaking supervision of resources seconded to the programmeSelection and recruitment both internally and externally of the programme /project team resourcesManage teams of professional people in a multidisciplinary environment including external suppliersThe Candidates:Able to lead the development and delivery of digital programmes of change with evidence of supporting strategic corporate prioritiesAble to communicate innovative digital options and solutions effectively to a wide range of stakeholdersAble to process large quantities of data and information in order to build integrated and robust business cases and programme plansAble to demonstrate authentic leadership and evidence successful results in innovation and staff development, with ability to inspire and motivate multi-disciplinary teams of technical and business professionalsHaving a strong focus on equality, diversity and respect in their leadership roleStrong strategic business planning skills to ensure the integrity of the programme and its constituent projectsGood knowledge and understanding of current and emerging technologies and how other enterprises (public and private sector) are employing them to drive digital businessKnowledge and practical understanding of programme, project and change management methodology, tools and techniquesExperience of innovation and change deliveryEvidence of working collaboratively in cross-organisational teams to deliver shared outcomesEvidence of using reporting tools to monitor programme activities and analyse project performance, plans, milestones, budgets and risksEducated to degree level or equivalent qualification or proven equivalent knowledge gained through significant professional experienceIndustry standard qualification in programme or project managementWhat they can offer:A generous annual
