Team Overview 

The Engineering team within our client's Spectrum group provides high quality technical expertise in support of UK spectrum management activities, both for current deployments aligned with existing regulations, and for analysis and advice on future policy directions as technology and markets evolves. 

Purpose of the Role 

The Principal Spectrum Analyst will: 

- Formulate technical evidence and advice which will informs our client's spectrum policy and management decisions; understanding and balancing the interests of industry stakeholders, citizens and consumers 
- Provide strong leadership and drive delivery of projects forward in a positive manner, contributing to project scoping, adhering to required timescales, and ensuring that work of team members is of suitable quality to be published / relied upon 
- Be responsible for a range of technical policy projects on behalf of Spectrum Group, providing direction and supervision of those projects and to teams working on them, involving a wide range of mobile, fixed and satellite radio communication technologies 
- Undertake line management responsibility for a number of Engineering colleagues 
- Work closely with Systems and Measurement colleagues to align policy initiatives with technical projects and ensure continued linkage and coordinated work allocation to balance current operational requirements with future evolution initiatives 
- Represent UK Spectrum interests at national and international level, to influence policy developments and decisions from a sound technical basis 

Requirements of the Role 

- Provide knowledge and expertise in wireless communications technical issues at a senior technical expert level, for instance through contributions to peer reviews and revision of external documents 
- Develop technical evidence and advice which will inform our client's spectrum policy and management decisions 
- Scope, deliver and supervise technical projects with a sound evidence basis and balancing the needs of multiple projects 
- Manage specialists in the Spectrum Engineering group 
- Provide strategic input into project scoping and coordination 
- Identify areas for development and training, and support related initiatives for colleague development 
- Ensure Quality Assurance principles are embedded within project lifecycles 
- Represent the Spectrum Engineering team to internal and external stakeholders, including giving oral and written updates, preparing meeting inputs and giving presentations, often at a senior level, to ensure successful project outcomes 

Skills, knowledge and experience 

- Radio frequency engineering knowledge including wireless systems, propagation, interference mechanism, monitoring, electromagnetic compatibility, RF measurement or RF system modelling 
- Ability to grasp complex technical and policy issues associated with managing the radio spectrum; and undertake technical analysis on different types of wireless systems principally in the area of interoperability, compatibility and interference assessment 
- Strong analytical and problem solving skills, highly numerate with proven data analysis skills 
- Excellent technical report writing and communication skills, with the ability to convey results and conclusions of the work to a range of stakeholders, and to produce documents to a standard suitable for publication 
- Project management experience and proven expertise of managing multiple projects, with ability to identify constraints or risks to the project/programme and escalate in a timely manner to the appropriate level 
- Demonstrable ability to develop, lead and complete complex technical trials 
- Proven leadership and team-building ability in a project-led environment 
- The post holder needs to be technically qualified or to an equivalent level of experience. 

Desirable Skills / Experience 

- Good understanding of propagation mechanisms, modelling approaches, their application and selection for various services and frequency bands 
- Familiar with the international spectrum management environment and the key organisations in this field 
- Experience of European and international technical standards 
- Able to use specialist radio modelling and planning software 
- Able to analyse big data sets and extract data in file and database systems 
- Understanding of quality assurance methods
