Have you got the security know-how to identify and mitigate threats posed to a complex organisation spread across various sites?

Communications data (CD) is generated when a text message, email, phone call or any other form of communication is written or made. Hugely important in the fight against crime and terrorism, it can play an important part in identifying risks and prosecuting those who have broken the law. While the content of CD is not revealed, the specifics of who is behind the CD, the intended recipient, when it happened or even where it originated from can reveal details relating to organised crime and more. 

Balancing the public's right to privacy with the need to keep them safe from harm is a complex challenge. In 2016 the Government passed the Investigatory Powers Act which strengthened legislation surrounding access to CD.  The Act put in place arrangements for an independent arm's length body to oversee this work; ensuring that public bodies and authorities (such as the Police and the Financial Conduct Authority) are using their investigatory powers appropriately.

As such, from April 2019, the Office for Communications Data Authorisations (OCDA) will begin this important work.

Safeguarding the work of the organisation, you will ensure OCDA is safe from both internal and external security risks. This will include managing security compromises, protecting our staff and our intellectual property and shielding our work from threats and corruption. Conducting investigations where appropriate, you will devise processes and procedures to ensure these key concerns are addressed across every level of the organisation.

We are seeking a competent leader who will operate from offices in either Manchester or Birmingham but has the flexibility to travel between sites and occasional travel to London or other parts of the UK.  You will provide expert advice and guidance; training and upskilling staff and raising awareness of the importance of operational security, so that astute security awareness is prevalent amongst colleagues. Furthermore, you will need exceptional standards relating to the legality of our operations, plus hold high expectations for ethical conduct.

To thrive in this important role, you will forge relationships with operational security colleagues across the CD community, so that you are alert to emerging security threats. With exceptional communication skills and experience of managing threats, you will have a good understanding of investigation techniques from a law enforcement background, plus comprehensive understanding of relevant legislation and ITIL service management processes that relate to security. You will also have the capacity to analyse reports stemming from firewalls, intrusion detection and other security measures.
