Job Title: Web Developer (Back End)

Location: Cromer, Norfolk

Salary: £26,470 - £35,229 per annum

Job Type: Full time, Permanent (37hours per week)

The Council is delivering a significant programme of Digital Transformation which will impact on every aspect of their organisation. It will deliver better value, quality, and efficiency in all of their services across North Norfolk.

At the heart of that transformation is the development of a web site which offers an engaging user experience to deliver fully transactional services covering all areas of the Council's work. To support this, they are looking to appoint an additional developer to join the team developing both the Council's public facing website and intranet which is based on the Microsoft technology stack.

The Role:

You will be responsible for the delivery of a wide range of web forms, technology and systems.

You will be responsible for providing a consistent, high quality user experience for forms based web applications. This will include tight integration with the Council's back office applications.

As a key member of a small web development team your contribution to the Council's business transformation programme will enable delivery of effective multi-channel services to internal and external customers.

You will share your experience by providing advice, guidance and support to the development and IT team.

You will be responsible for ensuring the implementation of industry best practice and the interpretation of and compliance with relevant legislation and standards.

Job Duties:

* To provide development, maintenance and support of web applications within the Council

* To ensure efficient integration between the web applications and the Council's back office applications

* To ensure the security, availability and performance of the Council's web technology is maintained

* To design, develop and implement web solutions in response to business requirements across all service areas requirements

* To provide advice, guidance and to other members of the applications and wider IT team

* To contribute to the Council's business transformation programme and IT Action Plan

* To take responsibility for your own Health and Safety at work and that of other persons who may be affected by your actions

* Any other work required and as directed within the confines of the existing grading and post

Key Requirements:

Essential

* Knowledge and practical experience of MVC development on a Microsoft technology stack (Visual Studio, IIS, SQL server, ASP.NET, C#)

* IT related degree or extensive relevant experience

* Understanding of web security

* Interpret and apply web standards and accessibility requirements

* Experience of delivering database driven websites

* Experience of developing and implementing bespoke web systems to address business requirements

* Experience with development frameworks such as Bootstrap, Node and Angular

* Good verbal and written communication skills

* Time management and managing priorities and deadlines

* Able to occasionally work evenings / weekends if required

* May occasionally be required to attend meetings in other locations

Desired

* Management and development of an enterprise CMS

* Knowledge and experience of SQL Server

* Experience of integrating web applications with a broad range back office systems

* Experience of web based GIS development

* Understanding of all tiers of the Microsoft web technology stack

* An understanding of Information Management and knowledge sharing concepts and principles including the Data Protection and Freedom of information act

* Knowledge of Change Control and Release Management
