The role is to support Practitioner staff in cost estimating or modelling and Project Control activities. This will include the preparation of estimates and maintaining simple models as well as identifying, analysing, and providing solutions to cost estimating or modelling problems. As the Estimating or Modelling desk officer for projects, they may be responsible for providing single Estimating or simple modelling tasks across a range of projects.

ESSENTIAL JOB DUTIES: ? Assist in the preparation of estimates for agreed packages of work, including instances where a potential change is being considered; ? Assist in the analysis of data from sources across DE&S, international partners and its defence suppliers; ? Update baseline estimate as appropriate; ? Assist in maintaining the Basis of Estimate; ? Providing single estimating tasks across a range of projects; ? Assist in utilisation of JAMES Cat C&D Cost Model; and ? Assist in the creation, maintenance and operate of Simple Models.

SECTION 2: KNOWLEDGE

Descriptor: Knowledge and/or experience such as would be acquired through education to A Level, or equivalent qualification, such as ONC or BTEC (Level 3). Alternatively knowledge acquired through more extensive role specific training or typically gained from experience of around one year.

Function Specific Content: Has a minimum up to 1 years of demonstrated experience of delivering high standard Cost Estimation and Forecasting or Modelling tasks within defence or industry. Willing to work towards AcostE certification or membership of Association of Project Management for Estimating roles or equivalent qualification for Modelling.

Knowledge of: ? Knowledge of project controls concepts, practices, and procedures, specifically project schedules, work breakdown structure, risk and budgets;

? Undertake data identification, collection and normalisation from appropriate sources and load input data into a model; ? Understanding and consideration of Risk and Uncertainty impacts; ?

An understanding of the DE&S JAMES Model; ?

Drafting a scope for simple models and/or model extensions in well defined problem areas, and support scoping activities carried out by practitioners and experts, including defining limitations and conflicts of interest; ? Able to produce approximate resource estimates and identify high level data requirements for financial modelling tasks; ?

Able to produce model flow diagrams and design simple models based on provided specifications; ?

Understanding of the principles of CDAL/MDAL creation and the need for well constructed traceable data.

Within an Estimating role individuals should have awareness of: ?

Cost Estimation and Cost Forecasting Principles and techniques; ? Understanding and usage of the Basis of Estimate (BOE); ?

Demonstrated ability to readily analyse Estimate data and correlate to other projects and support services; and ? WLC Estimating including FOREX and financial treatment.

Within an Modelling role individuals should have: ?

An awareness of financial statements, analysis and modelling in general; ?

An awareness of different types of model architecture and an appreciation of other modelling environments beyond Excel;

Able to produce a specification and plan sufficient to communicate to the customer and undertake the build process for non-novel models to best practice standards; and Working knowledge of Excel and an awareness of data visualisation techniques, ability to interpret the construction of models and the running of scenarios
