Role: External Programme Liaison Manager SC cleared
Contract: 6 months Inside IR35
Day Rate: Negotiable.
The External Programme Liaison Manager manages external programme liaison to influence the scope of the Change Portfolio and manages the alignment between the capabilities delivered from the change portfolio and those of wider government and law enforcement. Analyses stakeholders, plans and manages interactions to engage and communicate with them, taking account of their levels of influence and particular interests, ensuring their involvement throughout the programme/project lifecycle.

*Managing Successful Programmes Practitioner.
*APMG Change Management Practitioner.
*APM Practitioner Qualification.
*APM Registered Project Professional.
Role and responsibilities:
Manage the identification of external interdependencies and embed these within the portfolio and business change programmes/projects.
Liaise with other departments to help align the agency's participation and influence on external programmes with the strategic direction of the agency.
Analyse external programmes/projects across the relevant stakeholder communities, using and adapting appropriate tools. Manage the development of the collaboration strategies with business and departmental colleagues.
Liaise with Strategy and the Head of Portfolio and Programmes colleagues to translate emerging strategic intent into portfolio delivery scenarios and options for implementation under agreed change control and governance.
Develop an external stakeholder engagement plan, ensuring it is reflected in the portfolio and programme plans where
Essential Skills required:
Knowledge of the NCA's policy framework, management structures, reporting procedures for all aspects of the programme's environment, and can see the 'big picture'.
Working knowledge of stakeholder engagement.
Understanding of the wider law enforcement strategic context and programme environment.
Good understanding of public sector policy and governance frameworks.
Understanding the hierarchy and culture, customer and supplier organisations and being able to identify the decision makers and influencers.
Experience of working with senior stakeholders and leading on stakeholder strategies.
Experience of leading and managing a team or first line management.
