Job Description

The Police and Crime Commissioner for Staffordshire awarded a contract to Boeing to become the Strategic IT Partner for Staffordshire Police. The contract will dramatically improve the capability and capacity of the Staffordshire Police Force by providing innovative technology that will allow new opportunities for the Force to work more effectively with partner organisations and local communities. Overall, it will give the Force a greater capability to fight crime

An opportunity has now arisen for a Project Portfolio Delivery Lead (PPDL), based at the Staffordshire Police Headquarters in Stafford. As a member of the Boeing Programme Delivery leadership team, the PPDL will be responsible for delivering a portfolio of projects both hands-on and through guidance of a small team of project managers. This is a leadership role without direct line management responsibility so along with day-to day oversight of the project management team, the PPDL must coach, mentor and develop the skills of that team

The portfolio will include a wide range of projects including infrastructure, end user device, telecommunications and network upgrades as well as delivering new digital services and modification to existing software applications

Specifically the PPDL will oversee all bid and proposal work for IS change projects and their subsequent implementation. Carrying out all activities to cost, schedule and quality requirements by effective leadership of the assigned project team members drawn from across the Programme. Such members having diverse skills sets such as project management, software development, architects, network engineers, DBAs and System Engineers etc. There will also be close liaison with the Staffordshire Police customer and Partner / Supplier companies

In order to be successful an individual must be enthusiastic, hands on in their approach and possess excellent written and verbal communication skills as well as agile thinking skills. They must be confident and good interpersonal skills are essential given the interaction with colleagues at all levels as well as representing BDUK to Staffordshire Police, Partners, and Suppliers.

The PPDL role demands a high level of commercial acumen, customer focus and people management skills along with proven scheduling, cost management and quality control capabilities

The measurements of success in the role are on time delivery, to cost and quality requirements of proposals and implementations together with positive customer feedback

Specific Responsibilities are to:

- Develop project plans and deliverables, direct all project phases and act as primary contact to project stakeholders.

- Participate in and develop mechanisms for establishing, monitoring and integrating project elements, product configuration and communications concerning change management processes and decisions.

- Perform project management activities in accordance with accepted project management standards in the industry (e.g., PMI, Project Management Body of Knowledge [PMBOK], PRINCE2, ANSI, and ISO-standards).

- Coordinate the operational aspects of ongoing projects and serves as liaison between project and team, finance, planning, scheduling and line management.

- Develop supplier statements of work and coordinate the evaluation of supplier proposals for appropriateness, deliverability and value for money in conjunction with Supply Chain Management

- Use trend, variance analyses and risk assessments and mitigations to develop plans or to recommend change.

- Negotiate project changes and incorporate changes into project control systems to maintain work statements, and cost and schedule baselines.

- Transition projects to the service delivery teams for on-going support.

- Perform project close-out and documents lessons learned.

- Consult and coach internal teams on the appropriate Boeing processes for new bids and project delivery

Qualifications

- Project and programme management experience in a technical product environment.

- Experience of managing high performing software and service development and support teams.

- Experience of managing Information Services implementation projects up to a value of £M to Police Forces or other Government agencies is essential

- Has a tenacious delivery style, which quickly turns issues and risks into firm actions that have the impact of driving the programmes to deliver on time, on budget and to quality

- Good all round IT industry experience and knowledge.

- Educated to degree level or equivalent

- Appropriate Security Clearance (or willingness to obtain)

- ITIL knowledge essential and qualifications desirable

- Desirable - MSP, Prince or APM

- Desirable - Lean Sigma / Six Sigma
