The Digital directorate, headed by Pete Sinden, Chief Digital Officer, will be overseeing delivery of our information management and technology strategy, setting out to overhaul our systems over the next few years. We are looking to strengthen our Digital function to deliver on our business priorities. Our core methodology and delivery approach will shift from a waterfall to an agile method.

About the Role

As an experienced Data Engineering Manager, you will lead the design, build, test and maintenance of CQC’s data warehouse systems, ensuring the delivered services meet business requirements and user needs. You will manage and develop the data engineering capability and contribute to business case development, articulating benefits and ROI, ensuring solutions delivered to time, cost and quality requirements.

You will be responsible for delivering services that are automated, scalable, reliable and secure, supporting analysis and producing the necessary outputs required to support the production of CQC insights. Furthermore, you will collaborate with partners across functions to ensure solutions adhere to architectural principles, industry best practice, and meet the desired outcomes of the customers, recommend ways to improve data efficiency and reliability and recognise opportunities for re-use.

About You

You should be educated to degree-level with professional qualification OR/AND equivalent experience, especially in managing Data Engineering functions, consisting of in-house and supplier resources, and working with database technologies such as SQL Server, Oracle and Data Warehouse architecture (with knowledge of big data, data lakes and NoSQL).

Specific skills and experience:

- Data modelling, warehouse design and fact/dimension concepts

- Implementing data flows to connect operational systems, data for analytics and BI systems

- Documenting source-to-target mappings

- Data integration projects and automation via ETL Tools (Informatica, SSIS, etc)

- Developing BI reports that can be re-used e.g. BI Publisher and OBIEE

- Different query languages (i.e. PL-SQL, T-SQL)

- Object Oriented programming language, e.g. Java or C#/.NET

- Using appropriate technology and tools to extract and analyse both Qualitative and Quantitative data

- Automation technology to support continual integration and continual deployment such as Jenkins

Experience of Agile tools and processes, such as Kanban, SCRUM, TRELLO, JIRA or SLACK is highly desirable as well as knowledge of alternative BI tools, such as SSRS, Power BI or Tableau.
