The Digital directorate, headed by Pete Sinden, Chief Digital Officer, will be overseeing delivery of our information management and technology strategy, setting out to overhaul our systems over the next few years. We are looking to strengthen our Digital function to deliver on our business priorities. Our core methodology and delivery approach will shift from a waterfall to an agile method.
About the Role
As an experienced Applications Development Manager, you will lead the design, build, test and maintenance of CQC’s application and web application systems, ensuring the delivered services meet business requirements and user needs as well as collaborating with partners across functions to ensure solutions adhere to architectural principles, industry best practice, and meet the desired outcomes of the customers.
You will be responsible for managing and developing the Software Engineering capability by providing technical leadership for the in-house team and external suppliers while delivering services that are automated, scalable, reliable and secure.
Furthermore, you will contribute to business case development, articulating benefits and ROI and ensure solutions delivered to time, cost and quality requirements.
About You
You should be educated to degree-level with professional qualification OR/AND equivalent experience, especially in software engineering, with hands-on experience in DevOps tooling and techniques and managing highly skilled Software Engineers working in a DevOps fashion with QA Engineers and DevOps Engineers.
Specific Skills and Experience include but not limited to:
- Building and optimising deployment pipelines and deployment strategies on popular CI/CD tools such as Jenkins
- Designing, development, testing and maintenance of software and web applications
- In-depth knowledge and experience of Drupal 8 and LAMP stack
- Excellent knowledge of PHP, including Object Oriented techniques and design patterns
- Object Oriented programming languages, e.g. Java or C#.Net.
- Deploying and managing applications on a cloud platform such as Microsoft Azure
- Knowledge of modern JavaScript frameworks such as React or Angular
- Agile tools and processes, e.g. Kanban, SCRUM, Trello, JIRA, SLACK etc.
- Knowledge of IDAM services such as OKTA
- Knowledge of software engineering best practice including test driven development and the use version control software such as GitHub and TFS
Good all-round web development experience, including awareness of best practices and standards such as accessibility, usability and web standards is advantageous in this role, as well as previous experience of leading Agile teams and working in an Agile manner.
