Job Summary

* The role supports the business in driving health care transformation as well as value for money in planning, commissioning, service development and review.

* This role is responsible for setting up, management and delivery of projects within the organisations transformation programme.

* The job description and person specification are an outline of the tasks, responsibilities and outcomes required of the role. The job holder will carry out any other duties as may reasonably be required by their line manager.

* The job description and person specification may be reviewed on an ongoing basis in accordance with the changing needs of the Commissioning and Transformation team and the CCG.

1 Key Working Relationships

* Operate effectively in a flexible and demanding environment and proactively engage with health and social care staff, consultants and contractors working on a variety of topics

* Provide and receive highly complex, sensitive and contentious information, presenting information in a variety of formats to a wide range of stakeholders in a formal setting

* Have the ability to deal with potentially aggressive/antagonistic situations

* Commit to working and engaging constructively with internal and external stakeholders on a range of business sensitive issues

* Nurture key relationships and maintain networks internally and externally, including national networks where appropriate

* Close liaison with the Communications and Engagement team on public engagement, relations and marketing activities

* Link with managers and members of other functions, to address inter-dependencies and ensure alignment

* Apply a structured change management approach and methodology to demonstrate the impact of any change

1 Functional Responsibilities

3.1 Project Management

* Devise project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project.

* Develop PIDs and PODs for approval through the PMO process.

* Monitor progress of all projects to ensure they are on track and meeting milestones.

* Have overall responsibility for the projects quality management.

* Ensure effective use of change control processes.

* Develop a comprehensive and cohesive plan for the transition period which is consistent with the overall project timetable.

* Maintain all associated documentation and reports, attending regular team meetings to monitor progress and resources.

* Pro-actively manage all stakeholders (particularly primary and secondary care), respond to and resolve conflict between different stakeholders when this arises through facilitation or other appropriate mechanisms.

* Be responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost effective manner.

* Ensure the flexibility of the project if required to meet conflicting/changing requirements.

* Demonstrate effective stakeholder management across different departments and at all levels.

* Support other project and transformation managers as and when required.

* Take into account the impact of any change the projects will have on the business and oversee handover of any products to ensure full ownership and buy-in within the business.

* Ensure that the projects maintain business focus, have clear authority and that the context, including risks, is actively managed in alignment with the strategic priorities of the CCG and NHS.

* The post holder will be responsible for facilitating decision making and will be empowered to make project decisions within the remit of project tolerances. A significant level of autonomy is expected.

* Experience in Outpatient transformation such as implementing virtual clinics an advantage

* Knowledge of ENT, Urology services at both secondary and community care providers

* Experience in procurement process an advantage.

* Experience and knowledge of Pathology services an advantage

* Experience of writing complex PID's and Business cases

* Experience in successful management of highly complex and crosscutting projects

* Enhanced proven project management and organisational skills appropriate for a highly multi tasked environment
