Associate Procurement Director, Public Sector (Within IR35), Derby, 6+ Months
You will lead the dynamic specialist team within our NHS client's Procurement and Market Management procurement service, to deliver the required objectives through effective influence and securing commitment from customers.
Develop our NHS client's team to deliver the required projects to time and budget. Operate with a high degree of autonomy for financial and operational decision making, providing support to senior members of their team on complex issues, as well as supporting strategic decision making by the customers, to help fundamentally shape long term financial, service strategies and service provision.
Interpret overall health service policy and initiatives to aid the customer to determine appropriate market intervention strategies
EXPERIENCE
* Worked in an NHS environment
* Highly developed specialist knowledge across the market development, legal and procurement rules perspective and will be expected to act as a source of advice for the organisation and customers alike
* Worked in a complex collaborative environment influencing stakeholders and decision makers to work at scale
* Evidence of development and delivery of collaborative work programmes
* Track record of using market analysis methodology in healthcare
* Senior management role working within a complex procurement environment dealing with uncertainty and changing demands
* Demonstrate evidence of developing complex procurement's/projects across a diverse range of stakeholders
* Procurement and sourcing responsibility for delivering savings and other softer benefits
* Worked within defined category areas of spend
* Developed procurement's that complied with EU laws
* Carried out cost, price and demand analysis management
* Carried out market analysis to define specific market interventions
* Worked with clinical leads to influence specification design
* Worked with procurement systems and e-solutions
* Business acumen and the ability to influence and manage commercial opportunities across the continuum of care and multi-organisations within complex networks
KNOWLEDGE
* Detailed understanding of current NHS national strategies, policies and procedures
* A detailed understanding and implementation of alternative commercial models
* Knowledge of designing and developing contract terms and conditions
* Knowledge of contract law and dispute resolution processes
* Knowledge of public sector procurement, EU law and national implementation (contracting regulations)
* Detailed understanding of market assessments and influencing the reasons for market failure
* Detailed knowledge of defining strategic outcomes
* Detailed knowledge of procurement processes and policies
* Detailed knowledge of specification design and development
* Customer relationship management
