Service Manager, Business Solutions

Harrow Council is the 12th largest London borough by area and one of the most culturally diverse local authorities in the UK, making it a great place to live, work and visit. Located 10 miles from the city centre and just 13 minutes to Euston from Harrow & Wealdstone station there are great transport links via the Metropolitan Line, Watford DC Line and national rail service. It is easily accessible to the M1, M25 and A406.

Harrow Council is looking for a Service Manager, (Business Solutions) to join the Transformation & Technology team on a Permanent Contract. The post holder will lead on engagement with the business for new technology requirements, helping the users to articulate their requirements to the IT Service Provider, providing expert advice on the selection, design, justification and implementation of technology solutions.

The post holder will have analytical, commercial and project management skills and will manage other project managers and analysts as required by the workload. They will be supported in administering the portfolio of work by a commercial officer and have access to technical expertise when required.

The post holder will report to the Head of BTP and ICT and will also be required to provide expert assurance of technology solutions against the IT strategy and standards and the customer functional requirements and budgets.

To be successful in the role, you will need to have the below skills and expertise:

           Experience of managing a technology partner or service provider for a key enterprise architecture component

           Experience of customer engagement and identification of customer needs

           Experience of working within a political environment, and communicating effectively with Councillors or equivalent (e.g. board members)

           Familiar with IT Industry standards, ITIL, ISO, IEC etc and the principles embedded within them

           Ability to apply governance through persuasive, collaborative working - not just be enforcement.

           Ability to apply logical analysis to technical proposals and assess against applicable standards, polices and processes

           Ability to apply logical analysis to complex business issues and develop solution
