Job Description

The Role:

As Project Control Framework (PCF) Assurance Manager you will be required to support and maintain the Project Control Framework, ensuring compliance by projects and programmes and driving continuous improvement.

You will review projects and programmes within the directorate to ensure robust controls are in place in respect of quality, budget and schedule and that standards are maintained.

The role will require frequent travel between Birmingham and Bristol and across the Highways England and supply chain estate.

Day to Day:

* Liaise with PCF Assurance Managers in other regions to ensure consistency of approach and best practice.

* Manage the Stage Gate Assessment Review (SGAR) process, ensuring that they are held on every project in a timely fashion and provide quality assurance in compliance with current requirements

* Attend SGARs, providing knowledge and support to the Project Sponsors and guiding them through the process.

* Provide a PCF Helpdesk facility, providing support and guidance to all users in the specified region

* Deliver PCF training to users and key stakeholders across Highways England and its supply chain

* Contribute to the maintenance and update of the PCF handbook, guidance and newsletters

* Provide support and resilience to the wider Programme Hub in times of increased business demand

* Build and manage strong relationships with key stakeholders including project sponsors and SROs to drive the continuous improvement of the governance of projects and programmes to improve the accuracy and consistency of PCF governance and products.

* Drive improvements in health and safety performance ensuring effective practice is promulgated to staff and partners and carry out any tasks identified to the post in the Level 2 and relevant 2a Organisational Health & Safety RACI charts

About you:

* Demonstrable experience of leading people to successful delivery of large scale, complex and/or high risk projects or programmes, high profile / high risk services, or delivering results within a complex project and programme function.

* Evidence of working successfully to influence projects and project managers both in and out of the immediate team.

* Evidence of successful engagement with internal and external clients and stakeholders at all levels, with different technical understanding.

* Demonstrable experience of working in a governance and assurance environment, which may include:

* Operating as a member of a peer review team or OGC reviewer / practitioner

* Managing and maintaining business processes

* Ensuring compliance with processes and procedures

* Carrying our independent audits

* Acting as a subject matter expert / main focal point for queries

* Working in a Programme or Portfolio Office

* Experience / technical qualifications relevant to the role and business area i.e. an extensive working knowledge of key Major Projects processes (for example DMRB, WebTAG, Planning Act 2008, Highways Act 1980, CDM Regulations 2015).

* Experience of delivery of training courses or presentations to large groups and / or chairing meetings
