Job Description:

This job is based at our Aldgate site.

Background:

The Complex Infrastructure Programme (CIP) has been established as one of 3 programmes within the Major Projects directorate of Highways England. CIP currently comprises the A14 Cambridge to Huntingdon, the new Lower Thames Crossing (LTC) and A303 Amesbury to Berwick Down (Stonehenge) projects. Each is classed as "Tier 1", meaning they are in the Government Register of Major Projects & Programmes (GMPP). This is due to a combination of level of investment, complexity of stakeholder and political landscape and their importance as elements of national infrastructure that will lead to wider economic growth.

The Lower Thames Crossing is a c£4.6bn project to deliver a new river crossing, to the East of London that will transform the economies of south Essex and Kent, in particular the surrounding areas of Thurrock, Dartford, Ebbsfleet and Gravesend. It will be critical to the UK's strategic road network.

The Role:

The Programme Manager post is a strategic appointment on the largest road project managed by Highways England. At circa £5.5bn the role will be to lead the delivery and construction on this mega project.

Day to Day:

The designted project role is Delivery and Construction Director.

Leadership Component: The Programme Manager will

* Be part of the Strategic Leadership Team for the project

* Set the strategic direction, communicating it to the project team particularly on a 6+ month horizon

* Anticipate and manage future challenges

* Significant external facing role, interfacing with stakeholders - HE and others e.g. local authority

* Accountable for project deliverable

* Manage advisors

Specific Focus: The Programme Manager will

* Ensure that the project is able to define, procure and manage the construction and delivery solution which meets the projects goals and is integrated into the existing network

* Lead a procurement strategy that demonstrates constructability and quality that is attractive to the market

* Develop work packages with appropriate interface agreements

* Develop transition plans for organisational change points pre-award of main contracts

* Develop optimum culture to support contracting routes

* Develop strong functional relationships with industry partners

* Enhance HE is a credible and intelligent client

Network Performance: The Programme Manager will

* Develop construction methodogies that optimise network performance

* Develop transition plans to enhance customer experience from construction into operations

About You:

* Extensive experience of leading people and teams to successful delivery of a programme of complex, high risk projects, and/or high profile change programmes.

* Extensive track record of managing complex relationships with multiple stakeholders and evidence of skills to influence relationships for positive outcomes.

* Demonstrate experience as mentor and/or coach to develop project management talent, skills and competence within a complex project environment

* Has experience operating within complex matrix organisations

* Strong evidence of commercial skills with proven ability to negotiate and manage contracts to deliver outcomes and drive value for money

* Track record as mentor and/or coach to develop project management talent, skills and competence within a complex project environment

* Ensure Quality Assurance and overall integrity of the project, focusing on the internal consistency of the Programme, on its coherence and interfaces with other programmes and portfolios of work, and its consistency with corporate technical and specialist standards.

* Manage, lead and motivate senior project managers, the PMO and their teams, to ensure effective performance is delivered on the programme and to support their personal development.

* Appoint external delivery partners and consultants; oversee and direct their delivery and hold them to account, to ensure timely delivery, value for money and adherence to Highways England standards.
