Spring Technology's client, a public sector organisation, are currently looking to recruit a Technical Delivery Manager for an initial 6 month contract on a rate of £400-450/day (inside of IR35) based in Glasgow.

Responsibilities:

* Provide overall project leadership and direct project teams in the delivery of high-quality products and services within committed timeframes for the Digital Learning and Teaching programme.

* Manage and co-ordinate through the project managers all delivery activities and act as the escalation point for all issues specific to projects.

* Lead the collaborative, dynamic planning process, prioritising the work that needs to be done against the capacity and capability of the team

* Develop and refine the product roadmap, working with Product Owners and the programme senior management team to ensure it will deliver on-going service enhancements.

* Lead project teams to deliver projects within the framework of the given scope, estimate and assumptions and using an appropriate project management methodology.

* Direct and guide on the project management methodology to be used and drive consistent processes.

* Manage suppliers and the project delivery teams to ensure they are working on the right projects at the right time towards the programme milestones and goals.

* Monitor progress of all planned activities and provide regular and appropriate reporting to the programme senior management team and other stakeholder groups.

* Chair technical stakeholder groups and participate in stakeholder meetings, senior management meetings and other such events.

* Manage a multidisciplinary team including Project Managers and Business Analysts.

* Prepare briefing material for Ministers and senior managers as required and address MACCS, FOI, etc. pertaining to the programme.

Requirements:

* Proven track record of IT or digital project delivery experience or management of large projects as a Lead Developer, Lead Business Analyst or Senior Project Manager with extensive and consistent experience of delivering complex projects.

* Skills and knowledge acquired through Development, Technical Lead, or Project Management roles, skills to include: Project Management, Change Management, Release Management, Configuration Management, Systems Integration, Systems Development Life Cycle Methodologies, Quality Assurance and Testing, Requirements Gathering, and Systems Analysis and Design.

* Strong history and track record of completing quality projects on time.

* Experience managing teams delivering IT projects and involving multiple software application integrators.

* Experience of working under both waterfall and agile methods of project management with a successful track record of developing product roadmaps.

Desirable Skills:

* Professional qualifications such as PRINCE2, TOGAF etc.

* Knowledge of application development and system architecture.

* Business analysis techniques.

* Experience of Scrum Master role within an agile delivery.
