This role will work with the Senior Management Team as well as departmental leads. The successful candidate will be responsible for implementing a performance management framework across all our services as well as reviewing our existing measures.

The successful candidate will be stepping into a can-do organisation with the aim of making a real difference in what we do every day. Senior managers are connected to the workforce and there is an emphasis on delivering a top-class service which is focused on the outcomes for our communities. As a County Council Fire and Rescue Service there will be a direct link to the wider teams and officers with performance responsibilities.

About you:

The ideal candidate will have significant experience in developing new ways to manage performance and experience of analysing and interpreting statistical data, presenting options for strategic decision making and managing planning processes across teams. You should be comfortable working in a complex environment making information easy to understand and engaging for a range of stakeholders. A confident approach that is able to influence stakeholders across the service is essential.

Role Responsibilities:

           This post will be responsible for creating the performance management framework at a strategic, tactical and operational level setting clear outcomes and defining how these will be measured through the collection of quantitative and qualitative data.

           The post holder will be required to analyse the management information and present to senior managers identifying recommendations for areas of improvement.

           This will require a detailed understanding developing and implementing a framework for the monitoring, evaluation and reporting on trends and progress. This will include the use of specific IT based performance products.

           To plan the performance management framework so that it enables reporting and identification of risks and issues as they arise and to report these internally at a strategic level of the service. This information will need to be presented to political leaders and the public requiring a variety of communication methods and styles. A key communication skill will be the ability to present data that is challenging.

           To support departmental head to analyse Community Safety related data, benchmarking against family groups and national trends, as well as identifying underlying and root causes This will include the consideration and creation of solutions, which will at times need to be innovative, to address the levels of performance. This will require good interpersonal skills to gain acceptance of the situation and to promote a shared sense of commitment to problem solving.

           To align our data and information with the requirements and expectations of audits, inspections and to support benchmarking. This will require attendance at regional and national meetings as well as creating networks with other Fire and Rescue Services.

           The service is subject to an inspection by Her Majesties’ Inspectorate of Constabulary and Fire and Rescue Service and this post will be responsible for the co-ordination of the associated data requirements. This may require the creation of new data collection and data sets. The quality assurance of this data will be critical.

           To monitor, review and report on the progress and position of the project management framework and the performance related issues with projects to the Strategic Leadership Team. To communicate and discuss the progress and performance of projects with the project managers.

           To align the performance reporting processes with the organisational and financial planning cycles to ensure that they are integrated and cohesive.

           To design and develop systems and processes that provide information on outcomes and community added value in addition to quantitative data.

           To provide training as required on the systems and processes.

           To manage the data administrative post including one to one meetings, performance management and the setting and monitoring of work objectives.

           To design and deliver the quality assurance process associated with performance management data and reporting.

           Support managers and team leaders to identify, develop and implement a range of various service reviews.

           Research emerging legislation and best practice and translate these into operational procedures, guidance and policy statements.

Essential Role Requirements:

           Degree level qualification or comparable professional qualifications and experience in industry.

           Experience of working in a quality assurance, business improvement and programme management environment.

           Track record of building management processes and using information to challenge senior managers in a constructive and effective way.

Job related aptitude and skills:

           Good customer service skills; organisation skills; level of numeracy

           ICT literacy including regular use of Microsoft Word, Excel, Powerpoint, Internet Explorer and Outlook

           Ability to understand, analyse and respond to new information and situations quickly and find resolutions to problems

           Ability to fit into and work well within a small team

           Ability to work on own initiative

           Ability to work under pressure and manage own time to meet deadlines

           Ability to communicate clearly and effectively, both orally and in writing, with a range of audiences including the general public, including good report writing skills

           A high level of commitment and positive approach

           Good inter-personal skills

           Ability to work effectively with internal and external partners

           Willingness to accept responsibility and accountability
