My Government Client require an Accounts & Business Management Lead who will be essential in the setup of Accounts and Business Management Function of a new Programme including portfolio management, finance & forecasting for the Programme and is crucial to the success and future evolution of this new Government Unit. As part of this programme, four Cluster Security Units (CSUs) are being created.

This is the rare opportunity to join and help shape a new Government Unit aimed at the improving security across all Government within the CSU21 Finance & Operations Team. As a new Service Delivery focused organisation, an Accounts and Business Management function needs to be set up to generate the information and analytics to track, report and manage finances for the operation of the CSU.

Key Responsibilities:

*Set up the roles of CSU Account Managers and work with Customers to generate demand forecasts and resource estimates

*Create consolidated demand templates/patterns and forecast across the CSU to the CSU Finance & Operations Lead for input to budget forecasting

*Set up systems for communicating forecasted demand to Service Leads and facilitation of prioritisation of Customer requests where resource constraints are encountered

*Establish the system for a consolidated demand forecast across the CSU to the CSU Finance & Operations Lead for input to budget forecasting

*Define, create and own the Demand Management processes for the CSU

*Work with Service Leads to define acceptable service resource thresholds and refine service KPIs

*Design and manage the tool to capture time recording for CSU effort on non-­?transactional tasks (eg. Customer Project Work

*Provide the Head of CSU2 the resource capacity view for the department and escalate any constraints

*Establish and maintain a customer demand database which is the golden source of information for in-­?flight requests

*Represent the CSU as required in recurring customer engagement forums to provide customers a view of the CSU Portfolio

*Liaise with Home Office Finance, ensuring they receive the most up to date volumetric and financial position and provide any narrative if required

Desirable Experience:

*Has run a portfolio function managing resource, demand and pipelines of work in a programme capacity

*Experience in setting up and facilitating forums to review operational performance, capacity and work prioritisation

*Created and implemented a customer demand forecasting methodology that engages internal resources and customer input

*Has experience in working with finance partners to create budgeting forecasts based on pipelines of work

*Confidence in prioritising and justifying customer needs as the role will be responsible for holding the view of all the requests from the CSU's customers and prioritising the requests if there are resource constraints

*Ability to facilitate difficult conversations to resolve differing positions to help with the challenge of balancing customer demand and CSU capacity
