We are looking for an exceptional, Head of Engineering & Architecture to join us in this exciting venture, we need a smart and highly motivated individual who is passionate about delivering world-class technology products with significant reach and impact.

The Head of Engineering & Architecture is a new role within DVLA, you will report to the Head of IT Service Creation and be part of the senior team. You will lead the strategic direction of all software engineering teams and solution architects, consisting of in-house and 3rd party staff, delivering DVLA's new business applications. You will also play a key role in developing and delivering software products and features to the highest quality, using a wide range of technologies and systems.

About you

Ideally you will have held the position of Head of Engineering & Architecture previously or come with significant equivalent experience of undertaking an equivalent role.

You will be as a self-starter, who sees the bigger picture and is not fazed by dealing with senior stakeholders, you will have a Software Engineering and Architecture background and be comfortable working in a large organisation with a major transformation agenda.

You will be keen to adopt a strategic development management role and have a passion for growing and developing high-performance teams that can delivery modern scalable systems, and integrate the Legacy code base as well as a modern, efficient new code base.

Key Responsibilities:

-Line management of the Principal Software Engineer, Dev Ops Engineer and Technical Architect and lead the strategic direction for the Software Engineering and Solution Architect teams.

-Delivering DVLA's new business applications using agile software delivery and scrum methodology, primarily based on open source software platforms and be responsible for continuously improving both the applications stack themselves and the Software Engineering capability as a whole to refine and enhance services and increase cost effectiveness.

-Defining and implementing a robust software development strategy to meet Agency objectives, owning the software engineering capability with responsibility for all aspects of resourcing, process, life-cycle, development, training, application support.

-Continuous improvement of the software engineering and solution architecture capability to refine and enhance services and increase cost effectiveness, ensuring that there is full architectural coverage for all new solutions

-Developing and continually improving a skills matrix, staffing and team structure to support new software development processes.

Specific Technical Skills/Experience

-Significant demonstrated experience of implementing large scale and mission critical Enterprise solutions that meet complex business and operational requirements, utilising a mixture of in-house and third party resources, agile and formal project methodologies, against commercial and/or timeline business constraints

-Proven expert in managing multiple stakeholders at all levels of the organisation, communicating effectively, establishing consensus and facilitating decision making, including senior executive levels

-Demonstrable experience of working effectively within collaborative team structures, as a leader and team player, in a technology based business environment

-Proven ability to rapidly understand and accurately assess business and operational requirements, architectural goals and constraints, and prioritise and propose suitable technical delivery models and/or solutions.

-Significant demonstrated experience in major procurements of technology-based products and services from third parties.
