Summary

To manage the delivery of tasks and large projects in order to deliver the defined Business and customer benefits that meet the Project Business Case and Project Mandate.

Skills

* The management of projects, typically (but not exclusively) involving the development and implementation of business processes to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, and quality.

* Takes full responsibility for the definition, documentation and successful completion of complex projects (typically with significant business, political, or high-profile impact, and high-risk dependencies).

* Selects methods and tools, using iterative techniques where appropriate, ensuring that effective project control, change control, risk management and testing processes are maintained.

* Monitors and controls resources, revenue and capital costs against the project budget and manages expectations of all project stakeholders.

* The identification, analysis, management and monitoring of relationships with and between stakeholders. (Stakeholders are individuals, groups, or organisations who may affect, be affected by, or perceive themselves to be affected by decisions, activities and outcomes related to products, services or changes to products and services).

Background

* Has achieved proficiency in the Task of Project management - Level 5 or at Level 5 in any other relevant SFIA Skill which involves substantial project work and team leadership.

* Broadly skilled in information and communications technology. Has a comprehensive knowledge of relevant system development life-cycles and strong interpersonal skills.

* EITHER : Has achieved proficiency at Level 5 in any SFIA Skill, OR: Has gained experience (typically five years) working as a constructive user or supplier of information services with significant exposure to, and knowledge of, a major Service provision Skill and the operational flows of the organisation.

* Educated to bachelor degree level and holds a relevant professional qualification.

Work activities

* Monitors outcomes against what was predicted in the business case, and ensures that all participants are informed and involved throughout the change and fully prepared to exploit the new operational business environment once it is in place.

* Ensures that all activities are focussed on the strategic outcomes, ensuring tasks are specifically linked to the measurable benefits.

* Carries out risk assessment within a defined functional or technical area of business. Uses consistent processes for identifying potential risk events, quantifying and documenting probability of occurrence and impact on the business

* Demonstrates financial awareness as a part of risk management (e.g. cost-effectiveness analysis of proposed counter measures).

* Carries out business impact assessment, to determine how changes from the current to the future processes and structures will affect business units and roles.

* Monitors and accounts for IT expenditure. Makes early identification of where costs may exceed planned budget and provides timely reports, ensuring that all IT financial targets can be met.

* Develops strategies to address under-performance and compliance failures, including application of contract terms.

* Actively supports and engages with experts and stakeholders through all stages of the contract lifecycle, to ensure continuous improvements are identified through, for example, review and benchmarking processes.

* Continuously adapts methods and tools for effective use, consulting colleagues as necessary, by means of three or more of the following activities: tool development, process definition, hardware/software installation, customisation, testing, documentation.

* Optimises the performance of people, measuring and reporting on performance against agreed quality and performance criteria. Collects data on the performance of groups of staff. Gives regular feedback to teams and senior staff as to team performance on work packages.

* Monitors and controls allocated human and material resources, associated revenue costs and all capital costs against the project budget. Ensures that a change control procedure is in place, and actively used to assess the effect of changes to the projects on costs, timescale and/or resource needs and reports these to project sponsors.
