Provision of a Development Practice Lead to lead the development capability and act as development point of contact for Criminal Justice System Common Platform Programme in accordance with the GDS Agile methodology.

The Programme has a number of existing development teams that are delivering software in an Agile manner though various service projects. The role will involve the setting of development standards, providing principles and guidelines, and ensuring adherence by development teams.

The role has direction setting and governance responsibilities, and is focused on creating an effective and efficient development function. It covers all areas of the software delivery lifecycle. Each team comprises: a Product Owner, Delivery Manager, Technical Lead, Business Analyst, User Researcher, UX/HTML Designer, one or more front end, back end or full stack developers and a QA specialist.

Criminal Justice Service Common Platform Programme (CJSCPP) is a change programme to enable the CJS and agencies to be more efficient and deliver a better service. For the first time, criminal case information will be kept together in one place. Current CJS services are typically supported by paper and hard media based processes which are expensive, subject to frequent delay and often baffling to citizens without legal training.

Key Skills/Experience

* Provide 2 examples that demonstrate your experience of building and leading a community of practice for Development to support programme delivery in a multi-vendor landscape.

* Provide 2 examples that demonstrate your experience of developing and owning Development process artefacts, driving continuous improvements and successfully presenting these through senior management meetings and governance boards.

* Please demonstrate experience of leading, contributing to and implementing Development standards.

* Please demonstrate experience of leading multi-discipline, multi-specialist Development teams from a Practice perspective, through all the phases of the Development Lifecycle.

* Please demonstrate experience in Development disciplines, focusing on software development, e.g. CICD, DevOps etc.

* Please demonstrate experience of implementations using Java, Micro services, CQRS, Event Sourcing and 3rd party interfaces/integrations.

* Provide 2 examples that demonstrate your experience managing a complex stakeholder environment, including senior stakeholder management and ensuring proper governance.

* Please demonstrate experience of providing leadership for a Development practice.

* Please demonstrate experience guiding and influencing Programme Delivery, taking ownership and directing delivery teams in complying to set Development constraints and guidelines, and conforming to wider programme standards and principles.

* Please demonstrate experience of driving a Development practice to develop the principles, standards, ways of working and standard operating procedures, and associated policies, practices and roadmaps consistent with best practice.

* Please demonstrate experience of Open Source tools and technologies, i.e. Wildfly, Artemis.
