The Planning Inspectorate has a long and proud history in ensuring a fair planning system by acting as the main appellate body for planning decisions in England and Wales. More recently it has also taken a leading role in supporting stable communities through reviewing the development plans of Local Authorities. The judgements and decisions made by planning inspectors have a significant impact on the economy, people’s lives and the communities in which they live.

The Planning Inspectorate are based in bright modern offices next to Bristol Temple Meads station

The Head of Digital services role is a business critical, high profile role with frequent and direct contact with our Director of Transformation, Board and the Chief Technology Officer at our sponsoring government department (Department for Communities and Local Government).

You will responsible for leading a team of 28 staff responsible for all aspects of the agency’s IT services including live service management, business analysis, application development and testing, infrastructure and business partnering. We are seeking a candidate with the following:

- Demonstrable and practical experience of working at a senior level, in public or private sector, with senior colleagues to deliver digital services enabling business transformation, cost savings and service improvements for internal and external customers.

- Senior management experience defining and delivering organisation-wide digital technology strategies in support of business plans, within similar sized organisations.

- Ability to engage with senior executives, identify and influence stakeholders, produce clear and non-technical advice on complex issues, and effect change through in-direct leadership

- Experience managing the delivery of IT infrastructure and applications services in both a shared service and a prime contract environment

- Experienced in programme and project management methods, including Managing Successful programmes, using Agile and/or Prince 2.

- Significant experience as an ITIL Service Manager responsible for live service operation; in an environment where shared services, proprietary services and new service and system development are all in subject to continuous improvement. The blend of systems should include open source, cloud platforms and digital services in a wide variety of technologies.
