JOB PURPOSE:

HQ has a number of strategic Programmes and projects that are delivering critical capability to Police CT/DE. These require the delivery of new national capabilities and services to provide identified business benefits whilst ensuring existing critical national capability and support to business operations are maintained.

A current Programme is delivering a significant new national intelligence capability to Police CT/DE and policing partner organisations. The Programme has defined the related technical solution and is rolling it out to the user community as well as undertaking significant business design in order to enable exploitation of this new capability.

are seeking to deploy a Business Analyst to support the Programme with the marrying together of the various business strands of design and change that the Programme is delivering. This activity will involve liaison and working with the business community to both support the development and implementation of national standards, policies and processes, plus the development and validation of solution designs and changes as the need arises.

The Programme activity is expected to continue through to mid-2018 and the Business Analyst will be required to support this time period. The Business Analyst will report to the Project Manager, with a matrix relationship to the Design Workstream Lead, Solution Architect or as directed by the Programme Manager.

The role requires SC clearance. DV clearance will be considered as highly advantageous.

The role holder must be a UK National, with no Dual Nationality or significant foreign connections.

MAIN TASKS:

Specific tasks include but are not limited to:

* Identify, prioritise and undertake research into large amounts of complex business processes and technical information and then summarise

* Support to the development of the as-is and target business operating models

* Support to the development of associated organisational structures, policies, processes, procedures and standards that govern the way the business will operate

* Support to the Programme's business delivery team in knowledge and skills in business analysis methods and approaches

* Support to the day to day engagement with suppliers by providing knowledge in the working practises of the business

* Support to the evaluation of candidate changes to the requirements set

* Support the validation of business and requirement changes with the user community

* Support to the business assurance of the solution application design

* Support to the preparation, operation and assurance of the User Acceptance Test activities

* Support to the communications activities with the user community

PERSON SPECIFICATION

Essential

* Extensive experience undertaking a business analyst role/senior business analyst role within a large complex business and technical delivery of programmes or projects

* Experience of preparing and providing input to support the development of business operating model development

* Able to present technical information in clear and simple formats

* Experience of preparing and providing business analyst input to support the life-cycle development, delivery and testing of business-led technical delivery projects

* Experience of presenting articulate and credible narratives at all level across an organisation including being able to resolve entrenched positions with senior stakeholders

* Experience of working with various stakeholders within a large organisation including managing expectations and dealing with conflicting requirements and priorities

* Experience and knowledge of formal testing methodologies and processes

* Experience of liaising with third parties, System Integrators and service providers

* Experience of undertaking business analyst activity using formal methodologies and approaches
