Highways England is currently recruiting for a National Programme Manager who will be responsible for co-ordination, managing and monitoring delivery of the organisation-wide H&S programme.

You will manage a small team who will directly deliver some actions and support to the division, ensure quality assurance and overall integrity of the whole programme, focusing on consistency, its relationship with and dependency on other programmes and work, and corporate and technical standards.

You will be build effective relationships with a wide range of stakeholders, influencing and delivering across boundaries within the company, to assure delivery of the plan and lead the national reporting of progress against the plan, on both a cyclical and ad-hoc basis.

Finally you will co-ordinate and lead successful delivery of a portfolio of H&S projects for the division, through outsourced project and services, and through effective governance and bidding.

Key Responsibilities

-Lead successful delivery of the programme, working closely with Head of Health & Safety Programme to improve the delivery of the plan.

-Produce reporting on the plan and progress and identify key risks, issues, and dependencies and manage them accordingly. Author and assure papers to the Executive, Board, and monitor regarding the plan and associated initiatives.

-Capture and record evidence of progress and action close down, and implementing lessons learned.

-Manage the communication strategy to regularly update staff and stakeholders of progress, issues and future iterations.

-Liaise with key stakeholders throughout the company to progress and improve the plan, as required.

-Manage resources to deliver quality outputs and outcomes on time and to budget.

-Maintain and improve programme governance, process and supporting documents proportionately.

-Ensure that all projects in the portfolio comply with appropriate financial and organisational governance. providing early warning of deviations to quality, time and cost to the SRO.

-Ensure that bids, funding, forecasting and closure of projects and programmes reflect our safety ambition. Ensuring that business case data and bidding support documents are consistent for each work stream.

-Manage the generation of bids and oversee their successful introduction to the portfolio, as well as then maintaining sight and control of future and current projects and programmes at all times.

Required Skills and Experience

-Membership of relevant professional body and qualification, i.e. APM, PRINCE2 Experience of leading and developing large and complex programmes and projects.

-Managing nationally dispersed teams.

-Developing improvements to programme management processes and systems.

-Working at a senior level, engaging stakeholders and leading communications.

-Foresighting and forecasting to enable future work to be introduced appropriately (Desirable)
