Commercial Manager

National - can be based at any regional office

Following the recent announcement that the newly established Highways England will invest £11 billion in strategic road network in our first 5 years, we are actively recruiting a number of Commercial Managers to play a leading role in this significant investment.

With opportunities across our business, we are looking for experienced commercial professionals to lead and support in a number of roles covering Commercial Strategy, Commercial Delivery, Cost Planning and Commercial Intelligence.

You will provide an excellent level of service to internal customers by providing commercial input on investment decisions, cost planning, contract assurance, contract administration and performance management. Infrastructure construction experience preferred but not essential.

Required skills & experience in some (but not necessarily all) of the following:

- A track record of delivering commercial outcomes, linked to the ability to develop constructive working relationships within and across internal teams and suppliers

- Significant experience of cost estimation, risk management and negotiation within large programmes of work

- Significant knowledge of contract management in a highways and / or construction related environment

- Experience of determining cost drivers and cost comparison in an infrastructure environment

- Knowledge and experience of performance monitoring and reporting and the ability to challenge the robustness or prices and scheme target costs

- Proven negotiation skills

- Experience of successfully leading process change and implementing new commercial management processes / systems

- A member of, or actively pursuing membership of the Royal Institute of Chartered surveyors, Institute of Civil Engineers, CIPS or equivalent

About Us

The roles work in the Commercial and Procurement Directorate which is responsible for developing and owning the processes, systems, intelligence and staff capability which enable Highways England to function as an intelligent client across its contracted relationships - in particular through contractors, maintaining agents, consultants and other service providers. The Directorate ensures value from operating, maintenance and improvement expenditure by building strong collaborative working relationships with our suppliers, by running effective and compliant procurements and by supplier performance management.

Highways England is the new government owned company responsible for driving forward our motorways and major A roads. This includes; modernising and maintaining the highways, running the network and keeping traffic moving. Over recent years, investment in our highways has increased. This has led to advances in technology, such as smart motorways; enabling traffic to flow better. However, even more is yet to be done.

Certainty of funding and greater flexibility will enable us to become a better business. In our first 5 years alone, we’ll invest £11 billion in motorways and A roads - boosting capacity, tackling congestion and improving safety. At the same time, we’ll improve how we work. That means we will be able to; plan roadworks better to minimise disruption; clear incidents more quickly; and save more than £1 billion by working more efficiently.
