About Strata

A company wholly owned by three local authorities, Strata provides a shared IT service for Exeter City Council, Teignbridge District Council and East Devon District Council. Focusing on team and system convergence, Strata will deliver more time and opportunity to manage new, complex technologies across all three councils, saving more than £6 million over the next decade. Having also received a welcome boost of nearly £1 million in the Government’s Transformation Challenge Award, Strata is committed to transforming the way all three councils operate, through re-engineering business practice and improving customer service for residents.

About the role

You will be responsible for delivering the "Open for Business" project which aims to move all East Devon District Council services online by creating fully integrated online forms for its website. From planning applications to registering to vote, Open for Business is a state-of-the-art project, allowing residents to access any council service through the website, in a bid to make council processes and systems as efficient and streamlined as possible.

Based at the heart of the Open for Business project, you’ll develop, test and implement end-to-end services to be delivered through the East Devon website, offering the best possible customer-user experience. Creating online forms in the Lagan system and writing .NET code, you’ll design and develop software integration between web forms and all relevant back office systems. As a key point of contact for the project, you’ll attend meetings to report on the project’s progress, and liaise with a range of internal customers to understand their needs and explain in plain language the potential and limitations of the web form’s technology. You’ll agree, develop and document detailed process maps for each service, to ensure maximum efficiency and a smooth user experience. In this integral and hugely varied role, you’ll be working at the forefront of a cutting-edge project for East Devon District Council, with a direct impact on improving East Devon residents’ access to council services.

In return for your hard work, we offer a range of competitive benefits including 28 days’ holiday plus bank holidays, flexible working hours, and entry into our local government pension scheme.

About you

Confident and capable, you’re able to liaise with internal business customers at all levels, and explain technical jargon in plain English to ensure clear lines of communication and understanding. Proactive in your approach, you’re able to solve problems logically and work on your own initiative to achieve goals independently, as well as within a team. You have a commitment to customer service, and ensuring the best possible user experience in the work that you do. With at least two years’ experience of designing and developing software in a business environment, you’ve a degree in a computer-related subject, and experience in .NET programming, VBScript, DOS and PL/SQL. You also have a solid understanding of how to develop for the web and documenting business processes for programs.
