The Project Manager role represents a key role within the Business Improvement Team, assisting the delivery of efficient, cost effective and continuously improving services within HCL through the management of projects, business analysis and reviews of quality and compliance.

RESPONSIBILITIES:

a) Management of service process and delivery improvement and efficiency projects. The management of service user and stakeholder complaints and related contacts and the instigation of corrective actions when required.

b) Compliance and quality audit and analysis of HCL service procedures, processes and operating models, and the leadership of any subsequent business redesign that might be required.

c) Analysis of new regulatory linked guidance and procedural publications and the leadership of any subsequent business redesign that might be required.

d) The monitoring and expediting of all cost reduction and restructuring projects across HCL and the production of associated management reports and information.

e) Lead and manage a range of service improvement and transformation projects within Housing & Community Living, maintaining a focus on delivery of identified outcomes and value for money. Professionally produce all relevant documentation including, but not limited to, Project Scopes & Charters, Service Specifications, Project Plans, Timing Charts, Task Summaries, Risk Registers, Issue Logs, Consultation & Implementation Plans and Progress & Status Reports.

f) Undertake a business analysis role using a range of tools and techniques, specifically those associated with the lean principles of the organisation. Capture requirements and understand business problems and opportunities etc. in both the specific service and wider organisational contexts.

g) Assist service managers with establishing and utilising management information to assist in both service delivery and service improvement.

ESSENTIAL SKILLS / EXPERIENCE:

a) Relevant Degree or Management Qualification; or equivalent training or experience. Verifiable qualification or training in project management methodology, tools and techniques.

b) Demonstrable experience of the successful management of projects in the public sector.

c) Evident experience of the practice and procedures of one or more of the functions within Housing & Community Living.

d) Ability to develop clear project plans, business cases and project documentation.

e) Able to analyse complex information and data incl. ability to identify patterns, trends and inconsistencies in data and produce meaningful statistics.

f) Substantial communication skills including: ability to consult, challenge, influence and negotiate effectively with a wide range of people; ability to prepare and present reports and undertake formal presentations in a clear and comprehensible manner.

g) Demonstrable knowledge and understanding of equality issues and legislation and, in particular, how they impact on service(s) provided and able to integrate equality policies into business plans and service delivery.

h) Knowledge of business improvement and / or business analysis techniques.

i) Able to attend sites throughout the Borough and occasionally travel more widely throughout the UK.

DESIRABLE SKILLS / EXPERIENCE:

a) Prince 2 Project Management Qualification or verifiable equivalent experience or training.

b) Experience of delivery of IT projects.
